PURPOSE:
To approve budget ordinmce ammdmevhs and grant pro tat ordvuvice amendments.
BACKGROUND:
DSS
O The Departme nt of Serial Services has received additional Smarm Start funds Form the Orange
County Partnership for Young Children. These Ponds, totaling $9,401, enable the department to
address needs ofyoung children and their families in Orange County. Familiesduoughoutthe
County will benefit fimn the initietivea ofthis program. Spacialemplessiswillbephcedonthe
needs of young children and their families in Northern Orange County and office Latino community
In throughout the County. This budget amendment line Sams Senn Grm't Proyestr Ordinmtce, page
4) will bring the budget for this program to $16,907 for the 1998 -99 fiscal year

2) The Health Depar ®ent has received an allocation from the San loading $4,950. Thou hands
will off set corn amounted with public education related to smoke -free diving. Examples of the
education initiatives Include producing and disuibuting a Smok>Pree Diuing Guide to Orange
County Concern and drd1oping a media campaign to Promote smotra -free mnuaanv. No
County foods are sequined to much the State monma. (see budget amendment located on page 3,

3) The Envimomenal Health Divuion of the Health Department has received additional Food and
Lodging toads for the 1998 99 fiscal year. The additional $1, 178 provide hands for this &vision to
develop, publish and distribute a manual for day care providen. The manual will cover such
topics as safe food prepantion and service, playground mfety, safe phyebal enviromnenq and
handling emergencies. The attached codger amendment appropriates these monies to the
Enwonmeud health division of the Health Department (see block so, page 3)
Miscellaneous Function
4) The 1996 -99 approved budget included, in Movellaneous bisector, m Abrams wiling 8555,225
for a 2.5 percent cost of living increase for all permanent Cowry employees effect wjdy 1, 1998,
The Board approved the increase at their June 22, 1999 meeting; however, there waa iruvfficant
time to nuke the muessmy, changes to the Behar Ordhunx that same right. This amendment
randers the fiords from the Miscellaneous Function to each pontoon within the General Fund.

Grant Project Ordinance
Be it ordained by the Orange County Hoard of County Commissioners that protection: to Section 13.2 of Chapter
159 of the General Statutes of North Carolina, the following grant penises is hereby adopted.
Section 1. The project aothoriud is she Steam Start Program as awarded to the Ornge County Depanmenm
of Social Serosca, Health, Library, and Cooperative Extension by the State of North
Carolina and she Orange County partnership for Young Children (OCPYC).
Section 2. The ofhmrs of the County are hereby dhected to proceed with she grain projects within
the grans document, and she rota and regulations of the State of Nonh Carolim,

Section 6. The Finance Officer is hereby directed to maintain within the Want project fwd sufficient specific
recalled amounting records to provide the accounting to the grantor agency required by she grant
agreement and federal and state regulations.
Sections 2. Funds nay be advanced from the General Fund for she purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely summer.

Section 9. Positions authorized through this gram project inclurt,
30 hdl time equic lent positions in the Department of Social Services as authorized by
the Orange County Board of County Commissioners on February 15, 1994.
.83 had time equivalent positions in the Health Department as authorized by she Orange
Cowry Board of County Commissioners on July 1, 1995.
50 had tune equivalent m the Cooperative Exanslon Deparunem as authorized by the
Orange County Board of County Commissioners on June 30, 1997.
Funding for these positions is contingent upon she General Assembly's allocation of Smarr Start
hmds.
Section 10. This project period begins January 18, 1994, and is valid through Jaw 30, 1999. Subsequent
funding of this giant project is contingent upon the availability of !nods sufficient to cover
expenditures.
Section 11. This ordinance supersedes ad previous Smarr Stott Frog.am Grant Pioneer Ordinances.

WHEREAS, annexation often has a tremendous impact on the residents in newly annexed areas;and,
WHEREAS, the practice of involuntary annexation violates and limits the basic freedoms upon which this country was
founded and is diametrically opposed to the premise of participatory government for all citizens.
THEREFORE,BE IT RESOLVED,that the Orange County Board of Commissioners respectfully requests that the local
Legislative Delegates to the North Carolina General Assembly work with the North Carolina Association of
County Commissioners and the North Carolina League of Municipalities in crafting legislation to:
• Update North Carolina's annexation law to reflect the changing nature of county and municipal
responsibilities
• Ensure equitable arrangements between counties and cities as well as fair treatment for citizens affected
by urban growth
• Require enforcement of statutes regarding delivery of municipal services to newly annexed area
• Direct the Clerk to the Board of County Commissioners to forward this resolution to the local Legislative
Delegation, to the North Carolina Association of County Commissioners and to the other 99 counties in
North Carolina.

8. ITEMS FOR DECISION -CONSENT AGENDA
A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey to approve those items on
the Consent Agenda as stated below:
A. RFP Award--Printing of the Chapel Hill/Orange County Visitors Guide
This item was moved to the end of the Consent Agenda for separate consideration.
B. 1998-99 Small Business and Technology Development Center(SBTDC)
This item was moved to the end of the Consent Agenda for separate consideration.
C. Budget Ordinance Amendment#1
The Board approved ordinance amendments and grant project amendments for the Department of Social
Services, Health Department and miscellaneous functions which are incorporated into these minutes by reference.
D. Professional Services Contract between the University of North Carolina and the Orange County
Health Department
The Board accepted funding in the amount of$14,166.66 for screening services for families of newborns to
be provided by the UNC Hospitals Department of Obstetrics and Gynecology through the Orange County Health
Department's Families in Focus Intensive Home Visiting Program.
E. Program Fundina from the Orange County Partnership for Young Children (Smart Start)to the
Orange County Health Department
The Board accepted grants from the Orange County partnership for Young Children (Smart Start) in the
amount of$45,432 for enhancement of the Child Service Coordination Program (CSC)service delivery system; $45,612
for the Families in Focus Intensive Home Visiting Program; and, $34,900 for preschool dental screening.
F. EMS Medical Director Contract
The Board appropriated $30,000 to renew an agreement between Orange County and UNC Hospitals to
provide medical director services for the County's EMS program and authorized the Chair to sign.
G. Carrboro Fire Department First Responder and Rescue Extrication Franchise
The Board approved a franchise request from the Carrboro Fire Department to provide first responder and
rescue extrication services.
H. Orange Rural Fire Department 1st Responder Franchise Application
The Board approved a franchise request from the Orange Rural Fire Department to provide first responder
services.
I. Carolina Air Care Paramedic Transportation Franchise Application
The Board approved a franchise request from the Carolina Air Care ground transport division to provide
transportation services
J. Renewal of Sheriff's Department-UNC Special Events Coverage Agreement
