PURPOSE:
To approve budget ordinance amendments and grant project ordinance amendments.
BACKGROUND:
DSS
I) The Department of Social Services his received additional Smart Stan funds from the Orange
County Partnership for Young Children. Thin Foods, teafing 89,407, enable the department to
address needs of young children and their families in Orange COery. Families throughout the
County will benefit from the initiatives of this program. Special emphmis will be placed on the
needs of young abildren and their families in Nonhem Orange County and of the Latino community
m throughout the County . This budgeamendmmt(see Smart Star Graa Pmject0di�re ,page
4) will bring the budget for this program to $16,907 for the 1998 -99 fiscal year.
Health
2) The Health Departure has received an allocation from the Sts¢ totaling $4,950. These fords
will off set costs assodared with public education related to smolomo dining. Examples of the
education initiatives include producing end ciseriburing a SmokeFree Tiring Guide to Orange
County Chhene said developing a media campaign to promote emoke4ne: restaurants. No

3) The Environmental Health Division of the Health Department has recened additional Food and
Ladging funds far the 1998 -99 fiscal year. The additional $1,128 provide funds for this division to
develop, publish and &vm1sure, a mmuil for day care providers. The maned will cover such
topics as safe food preparation and service, playground silery, safe physical emviromnena, and
handling emergencies. The atached budget amendment app,opriates these monies to the
Envirom enrol health division of the Health Department (see block M3, page 3)

Grant Project Ordinance
Be it ordained by the Orange County Board of County Commisioners that pursuant to Seaton 13.2 of Chapter
159 of the Gene$ States of Nomh Carolina, the following grant project is hereby adopted.
Section 1. The project authorized a the Smart Start Program a awarded to the Orange County Departments
of Soda) Semces, Hdrh, Library and Cooperative Execution by the Stare cf Nonh
Camma and the Orange County Panneroms for Young Children (OCPYC).
Section 2. The officers of the County are hereby directed to pmaed with the grant project within
the grant document, and the rules and regrdalom of the State of North Carolina.
Section 3. The following revenue is anucipaud to he available to complete this project

Section 6. The Finance OHiar u hereby directed m mamtaia within the grant project fund sufficient specific
detailed accounting records to pmvide the accounting to the groaner agency required by the grant
agreement and faded and state regulations.
Salon y. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the groaner agency in an orderly add timely manner.
Section 9. Copies of ttis great project ordinance shall be made available to the Finance Officer for direction
in carrying out this; project.
Secton 9. positions authorized through this grant project include
3,0 full time ryurodenr positions in the Department of Social Services as authorized by
the Orange County Board of County Commissioners on February 15, 1994.
.83 full time equivalent positions is the Health Depanment as authatized by the Orange
County Board of County Commissioners on July 1, 1995.
50 full tune equivalent in the Cooperative Extension Department as authorized by the
Orange Country Board of County Commutations; on June 30, My.
Funding for these positions is contingent upon the General Assembly's allocation of Stan Start
funds.
Section 10. This finger penal begins January 18, 1991, and u' valid through Jesse 30,1999. Subsequent
(coding of this grave project IS contingent upon the availabillry of funds safficimt to cover
expenditures.
