Accompanying this cover memo is the. agenda for the September 30 meeting with the Orange County school
board. We have included a few attachments as background that may help focus discussion on a couple of
topics. There are two other time-sensitive issues that we have included on the agenda that do not involve the
Orange.County Schools.
The first of these deals with the Jt~int Planpng Agreement and provisions-f~o~i?~?' development moratoria.
You may recall that the developrn.~nx_znoratonum far.Carrbora'_s l~iorlherix ~d~ ~ (originally adopted for a

proposed that that moratorium be e~t.~tded a~attz, ~Qr saveral niths._:;We ~e~'t~~ttTd;that the Board examine
that request in light of a proposed ~ztend~en~ to~the ;1P.~ that v~auld~est~~is~ parameters for any future

The second issue relates to the 5t~,tu5 ot;the ,~portsl'l~ F~'`e ~~ pro~-ide acugd~te at Wednesday night's
meeting regarding our discussions with Eatori Vance. ~ We do iiot have any wriften materials at this time, and
note that we are taking care that any public document we might create not undermine the purpose of the planned
closed session. Please call me if you would like me to give you an oral briefing on this subject ahead of
Wednesday night's meeting.
Town Responses to Count~Solid Waste Proposal
We are transmitting to you copies of material from next Monday night's Chapel Hill Council agenda related to
your August proposal on the future of solid waste management in Orange County. We just received this
information this morning, so neither staff nor I have had the opportunity to read it. However, we thought it
important that you have the material in the event you wanted to review it before the Council discusses it next
Monday night. We also have included a response to your proposal just received from the Carrboro Board of
Aldermen. Staff and I will review and analyze these documents over the next couple of weeks and look forward
to discussing with you what the next steps should be regarding solid waste management in the future.
