Background: With the 1998-99 budget, the Board of Commissioners adopted a 2.5 percent Cost of Living Increase for permanent employees effective July 1, 1998. As to the remainder of the pay plan (Career Growth Recognition Awards and Performance Awards), the Board: ^ Suspended the Career Growth and Performance Awards effective July 1, 1998 with the exception of Performance Awards for Outstanding Achievement. ^ Decided to hold a work session on employee compensation in October 1998. ^ Set aside funds for "Meritorious Service Awards" and a "Supplemental Income" fund. ^ Directed staff to develop proposed options for the Meritorious Service Awards and Supplemental Income fund along with pros and cons, information on Orange County employee benefits as compared with area employers for consideration in evaluating the 401(k) Plan option, and additional information on the 401(k) Plan. In follow up to the Board's request, the Orange County Employee Pay and Benefits Report provides pay and benefits information for the Board of Commissioners' consideration in the October employee compensation work session. Along with related background 2 information, the report includes: ^ Information on how a program of Meritorious Service Awards may be structured to provide significant pay recognition for the top performing employees, along with associated costs and impacts. ^ Options for the proposed Supplemental Income fund along with associated costs and impacts. ^ The results of the requested survey of benefits as a percent of salaries of area local government and school employers along with a review and comparison with the other employers of individual benefits programs. ^ Information on the current pay and benefits costs and estimated costs for 1998-99 as well as five future years for several possible configurations of pay and benefits options ^ The proposed Personnel Ordinance revision on Promotion Pay Policy that the Board considered at the September 1, 1998. Board meeting and deferred for consideration in the employee compensation work session. Recommendation: The Manager recommends the Board receive the report as information for the October 13 work session and advise staff if there is any additional information it wishes to have presented at the work session.
