PURPOSE: To apply for and accept $13,000 in special state funds for
rural public transportation and enter into an agreement
with the N.C. Department of Transportation for FY1998-99.
BACKGROUND: The N.C. Dept. Of Transportation, Public Transportation
Division, has funds to encourage rural
transportation sytems to expand public ridership in
addition to providing human service agency transportation.
Orange Public Transportation (OPT) is recognized as a
rural public service provider and is eligible for NCDOT
annual funds to subsidize existing O.P.T. public routes.
NCDOT will reimburse Orange County up to 90~ of the fully
allocated cost of public routes, not to exceed the County's
$13,000 allocation. These funds will be used to support
the current operation of OPT's North/South Link Public
Shuttle.
RECOMMENDATION: Manager recommends approval to apply and accept NCDOT
Rural Public Transportation funds and the Chair to sign
the Certified Statement of Participation for FY 1998-99.

SFY 1998-99 Rural General Public Operating Assistance
Certified Statement
Pursuant to Article 2B of Chapter 136 of the North Carolina General Statutes which
designates the Department of Transportation as the agency of the State of North Carolina
responsible for administering all federal and/or state programs relating to public
transportation, and grants the department authority to do all things required under
applicable federal and/or state legislation to properly administer the public transportation
programs within the State of North Cazolina, this is to certify that the undersigned is the
duly-elected, qualified and acting chairperson of the Orange County Board of County Commissioner
(full name of system governing body)
located in Orange County(ies), North Carolina, and that the-
following statements are true and correct.
1. Funds received will be used to provide rural general public transportation services for
SFY 1998-99 (July 1, 1998 -June 30, 1999).
2. Funds will be used in a manner consistent with the local General Public Services Plan.
3. Interest dividends earned on these funds wilt be expended in accordance with program
guidelines.
4. Information regarding use of the funds will be provided at such time and in such a manner as
the department may require.
