BACKGROUND: The 1995 Orange Co= Transportation Priority List requested a park and ride lot north of the town of Hillsborough on NC 86. A park and ride lot is warranted in this vicinity because people are more prone to carpool and vanpool when the length of time for their commute is 20 minutes or more. The purpose of the P &R Lot is to reduce some of the traffic on Churton Street. On March 27, 1997 the directors of the Public Works Department, Department on Aging and Parks and Recreation Department met at the parking lot and agreed that the parking lot should be paved and that a regional park and ride lot would not conflict with the programs that they operate at the Northern Human Service Center. Mr. John Watkins, NC DOT Division Engineer, visited the site and estimated that it would cost approximately $ 47,000 to pave the lot. If approved as a park and ride lot by the County Commissioners, county staff would submit a request to NC DOT to possibly cover 100% of the paving costs. The Orange County approved CIP does not include any local funds for paving the P &R lot. On June 30, 1998 Mr. James Ferrell, TTA Engineer, requested that TTA be allowed to post signs and market the Northern Human Services Center as a Triangle Regional Park & Ride Lot. Mr. Ferrell also requested the assistance of the Orange County Planning Department in determining locations in Orange County for the placement of Carpool and Vanpool signs. The OPT Transportation Advisory Board of Commissioners designate this parking lot as a Regional Park & Ride lot at their July 28, 1998 meeting. IA RECOMMENDATION(S): The Manager recommends approval of the designation of the Northern Human Service Center's southern parking lot as a Regional Park & Ride Lot and the Chair to sign the attached resolution. Department of Transportation to cover the costs of paving the designated park and ride lot; and NOW, THEREFORE, BE IT RESOLVED THAT The Orange County Board of Commissioners do hereby with this resolution declare that they unanimously support the utilization of the Northern Human Services Center's Southern Parking Lot as a Regional Park and Ride Lot. This memo is intended to document the actions taken to date to designate the southern parking lot of the Northern Human Service Center a regional park and ride lot. The 1995 Orange County Trans ortation Priority List requested a park and ride lot north of the town of Hillsborough on NC 86. A park and ride lot is warranted in this vicinity because people are more prone to carpool and vanpool when the length of time for their commute is 20 minutes or more. The purpose of the P &R Lot is to reduce some of the traffic on Churton- Street. Also requested in the 1995 Orange County Transportation Priority List by the Orange Public Transportation System were Bus Turn Outs on both sides of NC 86 at the Northern Human Services Center. No work was done on these requests during 1996. In early 1997 in a meeting with NC DOT personnel on the status of the requested 1995 improvements (NC 86 P &R Lot and Bus Turn Outs) it was mentioned by NC DOT that the request for a P &R Lot would be tough to fund due to the cost of right of way. It was during this discussion that it suggested that the two requests be combined in the form of the southern parking lot of the Northern Human Services Center becoming a Regional P &R Lot. On March 27, 1997 the directors of the Public Works Department, Department on Aging and Parks and Recreation Department met at the parking lot and agreed that the parking lot should be paved and that a regional park and ride lot would not conflict with the programs that they operate at the Northern Human Service Center. Then Mr. John Watkins, NC DOT Division Engineer, visited the site and estimated that it would cost approximately $ 47,000 to pave the lot. NC DOT has taken no further action on this project. NC DOT further requested that cars parked in the lot be counted in an effort to try and estimate the current usage of the existing parking area as an informal P &R Lot. The counts were performed by an Orange Public Transportation driver and revealed that there were from 1 to 15 cars parked in the lot (in the spring of 1997) depending on the time of day. M 5. Since that time I have been in contact with Billy Cox, TTA Rideshare Area Manager, and she has indicated that TTA would be willing to sign and market the parking lot as a regional park and ride lot whenever the BOCC decides. Given the recent changes at NC DOT, I recommend that an agenda item be developed containing a resolution declaring the southern parking lot of the Northern Human Services Center a Regional Park and Ride Lot. TTA is responsible for regional transit planning, intercity bus service and ridesharing through carpool /vanpool services. Orange county residents directly support TTA through an annual $S fee on all vehicle licence renewals. Orange Public Transportation (OPT) in the past has focused its efforts on human service transportation. in recent years OPT has opened up human service routes to the general public and established one North -South rural public route with NCDOT funding assistance. TTA assistance is required to expand Orange County's rural public transportation efforts, especially this year's employment /Work First transportation program. Rural Orange County residents Q need to: (1) get to jobs within the urbanized areas of Orange County and the Triangle region,(2) get to the new Skills Development Center and County Human Services Center in Chapel Hill and (3) make better use of the Triangle Transit Authority's Tri -A -Ride Program, Vanpools and Buapools. Specifically, Orange County would request TTA's support for the following: (1) Increase the frequency of the public North -South route (Hillsborough to Chapel Hill /Carrboro) with the addition of a 7 am south bound route and a 5:25 pm north bound route. Stop offs and pick ups would be downtown, UNC Hospitals, the Skills Development Center and Carrboro. Request TTA funds for $12,000 to cover OPT operational expenses or TTA to offer this service. (2) Establish a new public East -West route (Mebane- Efland- Hillsborough- Durham) as identified in the Orange County TDP (Transportation Development Plan). Request TTA funds for $12,000 or request TTA to offer this service. (3) Promote the greater utilization of the TTA's ridesharing and Vanpool program in rural Orange. Request TTA to install public information signs along Highways NC 86, NC S7, NC 54 and U5 70 and increase their advertisement. (4) Designate with the SOCC approval additional park -ride lots in rural Orange County for promoting ridesharing. (S) Provide funds to employ a Mobility Manager. Duties would include arranging individualized job transportation plans for Work First clients and others plus developing creative non- traditional transportation strategies such as school bus use, vehicle donations, volunteer drivers, - employer carpooling. Tax Collector Ginger Rolfe presented the present tax notice and described it in detail. She then explained in detail the proposed format. By using this new tax format, the processing Costs will knuease by ;10,32. Although finis is an increase over our present cost, she feels that time will be saved in several aspects. Commissioner Hldkiotis commended Ginger Rolfe for developing this new format He feels the information provided by this notice will be wed received.
