BUDGET WORK SESSION
TUNE 24, 1985
The Orange County Board of Commissioners held a budget work session on
June 24s 1985 at 7:30 in the Courtroom of the old Post Office in Chapel Hill.

Chair Willhoit announced that the meeting set for June 25 will be a public
hearing on proposed modifications to the Manager's recommended budget.

A discussion was held on the fund balance and the question of cash flow
and the necessary balance to maintain an adequate reserve to insure the cash
flaw.
Kenneth Thompson distributed a chart showing the cash flow projection for
1985-86 and the projected year-end fund balance. The' chart showed how the
money is disbursed throughout the year. The fund balance is determined twelve
(12) months in advance.
Gordon Baker stated that the fund balance available represents cash
designated and cash undesignated.
Chair Willhoit asked if the capital reserves are included in the fund
balance and was told that the fund balance just includes the general fund
figures.

Chair Willhoit proposed that the fee for dog tags be increased. Several
figures were discussed - from $6.00 to $10.00.
Kenneth Thompson stated his plans to meet with both school superintendents
and the Finance Officers to verify the amount' needed for school current
expense. The amount needed for salary increases would be $118,000 ($78.000 for
Chapel Aill and $40,000 for Orange County). All locally paid teachers would be
the responsibility of the County.
Chair Willhoit stated that the add ons total $582,000. Ae pointed out
that if the amount designated far roofs were transferred to the school capital
reserve it would reduce the amount of markups to $356,000.
Willhoit referred to the five-cent increase for 86-87 as a means of
providing an earlier completion of the High School renovations and suggested
instead that a three-cent increase in the property tax be levied for two years
85-86 and 86-87. This would move the entire priority list up one year.
