Background: The Information Systems Director asked Personnel to conduct a classification study of the Microcomputer Specialist because of changes in duties and responsibilities that have occurred over the past several years. In 1991, Orange County purchased its first network. In July 1992, the County created the then new position of Microcomputer Specialist to support this network. This was a mainframe-oriented, stand alone network with about 100 personal computers (PCs) all located in one County building. Over the past several years, the County has evolved from a mainframe-oriented installation with one user network to a client server installation with servers in nine County buildings and additional servers scheduled to be implemented in the near future. This development has resulted in the Microcomputer Specialist daily routine changing from primarily supporting a stand alone network and PCs in one building to supporting multiple servers, workstations, communications equipment and software connected via frame relay communication. Currently, there are approximately 400 personal computer users. 2 The Microcomputer Specialist now is responsible for installations, upgrades, maintenance and enhancements to more sophisticated software and hardware, including frame relay technology. The Microcomputer Specialist primary duties and responsibilities consist of the following: • Develops and designs, installs and administers Local Area Networks (lr4Ns) and ode Area Networks (WANs). • Installs, configures and supports network based software applications; data and telecommunication devices; email system and personal computers (PCs). • Provides response to system problems, both hardware and software. Maintains hard disks and file systems, routers, data switches and port configurations. Based on the classification study and review of available labor market information, Personnel is recommending that the Microcomputer Specialist at Salary Grade 70 be reclassified to Computer Network Administrator at Salary Grade 71. Funds to implement this change are available within the approved budget for fiscal year 1998-99. The Information Technology Committee has reviewed this proposal and endorses it. Recommendation: The Manager recommends the Board amend the classification and pay plan by changing the class of Microcomputer Specialist class at Salary Grade 70 to Computer Network Administrator at Salary Grade 71. is\elg in\classify\mis\648abs.doc 10/29/98 Attachment 1 C2235-11/98 COMPUTER NETWORK ADMINISTRATOR GENERAL DEFINITION OF WORK: Performs difficult professional work in the design, installation, and administration of Local Area Networks (LANs) and Wide Area Networks (WANs) and provides systems administration and monitoring; does related work as required. Work is performed under general supervision. TYPICAL TASKS: Serves as network administrator; Designs, installs and configures local area networks (LANs) and wide area networks (WANs) and provide systems administration and monitoring; Installs, configures and supports network based software applications; data and telecommunication devices; email system and personal computers (PCs); Establishes and maintains LAN security, security documentation and procedures; Provides response to system problems; hazd disk and file system maintenance; router; data switch and port configuration; and support; Establishes and maintains adequate backup of all data and programs of LAN systems; Researches, evaluates and recommends current hazdwaze and softwaze purchases for computer systems; Ensures that software licenses remain legal through hazdwaze and/or softwaze upgrades; Provides training and technical support to individuals and groups; Acts as a source of reference to departmental computer coordinators; Performs related tasks as required. KNOWLEDGE. SKILLS AND ABILITIES: Thorough knowledge of LAN/WAN systems, infrastructure installation and maintenance; uses and capabilities of electronic data processing main and peripheral equipment; ability to troubleshoot hazdwaze and softwaze problems; ability to evaluate, recommend and install PCs, servers, operating systems, network software, communications hazdwaze; ability to establish and maintain effective working relationships with associates and users; ability to communicate effectively in oral and written form. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in computer science, computer technology, information systems management or related field and at least two years experience in network administration including development and design, installation, testing, and systems related programs. 4 Attachment 2 From: John B. As the County moves toward a network-based distributed computing environment, having staff expertise in network technology and administration has become crucial. The ITC is working with IS and other County personnel to assess current IS expertise and to identify additional areas that will be needed in the future.
