PURPOSE: To consider:
Awarding Request for Proposal (RFP) #5163 to Martin Starnes & Associates, CPAs, P.A.
of Hickory, North Carolina to Conduct auditing services for Orange County in the
amount of $83,300; and
• To authorize the Manager to sign the contract on behalf of the Board pending staff and
attorney review.
BACKGROUND: By North Carolina General Statute, Orange County
independent audit conducted. For the past three years McGladrey &
audit. An RFP was created by AMPS and Financial Services that
requirements to conduct the audit. Staff advertised the RFP and sent

The proposals were evaluated by Financial Services staff. Martin Starnes & Associates, CPAs,
P.A of Hickory, North Carolina was determined to have submitted the best overall proposal.
The cost to conduct the audit the first year is $83,300. Firms were also asked to provide the
costs for the next two years. Martin Starnes cost for years two and three are $83,300 and
$85,800 respectively

FINANCIAL IMPACT: The total amount of this expenditure, if approved by the Board, is
$83,300. Funds were budgeted in the 2009 -2010 Financial Services budget to cover the
expenditure.
RECOMMENDATION(S): The Manager recommends the Board:
• Award RFP #5163 to Martin Starnes & Associates, CPAs, P.A. of Hickory, North Carolina
to Conduct auditing services for Orange County in the amount of $83,300; and
• Authorize the Manager to sign the contract on behalf of the Board pending staff and
Attorney review.
