PURPOSE: To approve a one -year lease extension through July 31, 2011 for property at 503
Cornerstone Drive, Hillsborough, currently being used as a Parks Operations Base.
BACKGROUND: Since August 2004, Orange County has leased a 4,000 square foot building
with surrounding grounds (approximately 3,500 square feet) at 503 Cornerstone Court,
Hillsborough (close to the intersection of Highways 86 and 70A).
The shop space is used for carpentry (picnic tables, play structure repair, kiosk and sign
construction, and painting) for equipment care and lubrication, and to allow for productivity
during inclement weather.
County equipment assigned to the Parks division is secured in the fenced yard surrounding the
building.
Work crews are dispatched from this base daily to service Efland, Central, Fairview and
Northern Parks. Southern Human Services Center, New Hope, Blackwood and Twin Creeks
properties also receive regular attention and maintenance.
The owner of the property has offered a one -year renewal through July 31, 2011 at the current
lease rate ($37,155 per year). Water will be paid by the Landlord. The lease renewal allows
the County to terminate the lease as may be needed with 60 days notice. All other terms and
conditions remain the same.
Given budgetary constraints, staff continues to pursue alternative locations for this facility that
would be both economical and functionally viable. Should alternatives under discussion come

to fruition, the County may exercise the 60 -day notice and relocate the operations base within
the upcoming fiscal year.
FINANCIAL IMPACT: Annual lease costs of $37,155 are included in the departmental budget
request in the FY2010 -11 Manager's Recommended Budget.
RECOMMENDATION(S): The Manager recommends that the Board approve a one -year
extension of a lease for property at 503 Cornerstone Drive, Hillsborough, pursuant to the terms
and conditions cited herein and contingent upon approval of funding included in the FY2010 -11
Manager's Recommended Budget; and authorize the Chair to sign on behalf of the Board.

LEASE AGREEMENT RENEWAL
WHEREAS a lease agreement was made and entered into as of the 30th day of July, 2004, by
and between the County of Orange, (the Tenant) and JCBH Properties, LLC, a Limited
Partnership (the Landlord) for space to be used as the operations base for parks staff at 503
Cornerstone Court, Hillsborough, North Carolina;
WHEREAS, the County and the Owner mutually agree to the following:
1. The lease agreement will be continued for a period of one year commencing on
August 1, 2010 and ending at 12:00 midnight on July 31, 2011.
2. Rental amount shall remain at current levels — $37,155 per year ($3,096.25 per
month).
3. Landlord will be responsible for all costs of water during the renewal period
through July 31, 2011.
4. Tenant may choose to renew lease for three additional one -year terms should
Tenant choose to do so, at a 3% per year increase in rental fee.
5. Upon 60 days written notice to Landlord, Tenant may terminate lease with no
penalty.
6. All other terms and conditions shall remain the same.
