Dwight Compton, a tobacco farmer in Cedar Grove, spoke. I'e e:.pressec~ concerns frith tre Upper PlQUSe and the measures taken in the past to protect Orange Lalce from secli;nentation. Gorc=an noted that Pir. Compton's concern was not the subject of - the public hearing, but she would direct it to staff for comr~Pnt. Planning Director Collins responded that he could comment to the extent that staff had looked at the Upper Eno T9atershed and had designated on a map a Crater quality critical area for Lake Orange and proposed reservoir in that area called the 'lest Fork of the Eno. F?ovrever, there has been no request on the part of the Commissioners nor the ]?lanninc Poard to designate at this time the ?•TnCA for any part of Cedar Grove or Little River Township. The only question at hand is the designation of P7QCA for Cane Creels and University Lalce watersheds. t-1r. Compton still had concern that his property in Cedar Grove might someday come under the same qualification. Collins further stated that if it were designated nota, it t•rould only be designated in the Lane Use Plan. There is no zoning in Little River or Cedar Grove Townships and the initiative here is to only apply the designation in zoned townships, which would involve Cheeks, Lingham, Hillsborough ancz Chapel Hill Townships. !•Iith no zoning, there is no push for such designation in Cesar Grove Township. Commissioner !•7alker noted that fir. Compton had referred to the -.- installed sediment structures as protection for Lake Orange and notr other methods crere being used. Commissioner T•lillhoit responded that the sediment structures t•~ere still one method of protecting a water supply, but that ;she distinction that needs to be made here is that Lake Qrange is not a primary Crater supply but just a back-up vrater supply and acts currently as a detention structure. John Harris, a resident of Durham, inquired of the Commissioners llOt•r other jurisdictions protect vrater supplies. He noted that !•dal:e Gcurty had been mentioned at the t?ovember 5, 198 pub11C hearing. He asked trhat trere some of the s:.anc==arils other communities Caere enforcing. ~~;~ T^.illhoit stated that not many jurisc'.zctions have yet adopter: watershed standards and that the r?RCD is looking to Orange County for G model. Cor..^issioner ??bitted revier~ed the implications of loan versus investment for the 5136,000 County matching funds needed to round out the construction phase of the project. Commissioner Ilarshall indicated this 513G,DDD should be a loan but the Board must be realistic on how Tong it may twice to pay bac}: the money. Chair ?7illhoit noted he feels the growth in that area tvi11 be _ above•r_istoric trencls, especiGliy with the building of I-n0. Econcr..ic Development needs to be encouraged and incentives proviGed to attract new industry. Commissioner Lloyd e~;pressed concern for the school anc: the general public and o~elfare in that area and would support an appropriation or a subsidy. Commissioner ?•?alker noted his support for tahatever it takes to get the project ofd the ground. _ Commissioner ??hittec? would like to call it either a loan or investment and go with the 17° t•:ho have indicated an interest and brine wry undevelopeG lots in through the tap fee. The County would neecZ to appropriate approximately S7,D00 a year to cover the deficit in the operatins expenses. • Commissioner i'arshall suggested an initial allocation through a revolving fund for the 5136,000. - Chair ?~?illhoit suggested setting up the 5136,OOD as an enterprise fund to be paid b`ck through future tap fees. If the --= number drops belot~~ the 179, further action from the Board would need to be considered.
