The Orange Ccunty Board of Commissioners met in continued session on
October 3, 1984 in the Commissioners' Room, Orange County Courthouse,
Hillsborough, rlorth Carolina at 7:30 p.m.
~+ Chair Don Willhoit, and Commissioners Shirley
I~9arshall, Ben Lloyd, Norman Walker and Richard Flhitted.
Chair ~^lillhoit, refered to the action taken to delay the
amendments to the zoning ordinance until the first meeting in November, and
noted that since the same amendments are involved for all t9ater Quality
Critical Areas, he proposed a special public hearing on November 5 to
Consider the Water Quality Critical Areas not yet heard at Public Hearing as
well as those particular amendments.
Tdotion was made by Commissioner rarshall, seconded by Chair
Willhoit to hold a public hearing on the first I•Ionday in November for the
+7ater Quality Critical Areas not yet heard at Public Hearing.

Kenneth Thompson, County T•Ianager, requested consideration for
approval of the dates for the public hearings as presented.
Commissioner Marshall questioned who would Chair thess meetings,
and Thompson indicated that decision had not been made.
Motion was made by Commissioner V~lhitted, seconded by Commissioner
Marshall to approve the meeting schedule far the Joint Planning meetings.

Thompson presented the proposal for remapping.
Kermit Lloyd, Tax 5upervisar, made a presentation to the Board
explaining rilylar maps and how they are used in making tax maps. I•Iost of the
maps were made in 1°63. In addition to the funds budgeted by Orange County
of 523,884, there is available a 59,000 grant and Chapel Hill is willing to
allocate $33,000 for the project in their budget of which they will
.contribute 57,000 this year. The present property maps have distortions away
from the center. The proposal is for an orthophoto base which is absolutely
accurate. From this a topography map may be reproduced at a cost of 5330 and
made available to the municipalities. Others who are interested and would
use these new maps include the Planning Department, Economic Development
__. Department, Ot+1ASA and UITC. Once the base is established, the cost of
reproducing is much less. Orange County will fly Chapel Hill township ir.
__.. February or [•iarch, 1985. The 523,884 cost would include a 59,ODD grant from
the state, 57,300 from Chapel Hi11 and the 57,500 from Orange County already
in the approved budget. The proposal phases the project over the next five
years with the total cost estimated at 5723,000: 5300,000 from matching
grants; money Lrom the lands records project; 533,700 from Chapel I3i11;
520,000 from Carrboro; 521,800 OFIASA; and, 510,000 from Ur7C. 58,000 is
realized each year from the stele of property maps and this amount will
increase to 525,000 after the maps are available. Starting in 1985, SSU,D00
is needed far the next four years and the anticipated balance in the
revaluation fund will be used.

Marshall to approve the P.esolution supporting a multi-year renapping project,
subject to the availability of funds, and in support of the local and state
land records management programs and to authorize the Chair to sign the Land
Records grant for 59,000.

Thompson presented for consideration the new classification and
pay plan. He requested that the Board maintain the Communications and EI:S
Shift Leader positions and assign grade 65 which is 5ti above the positions
supervised; to assign the solid waste Collector to salary grade 60.
Chair T.~Tillhoit presented far discussion the Health and Social
w
Services positions.
Commissioner "Marshall noted that the Social Services Board has
reviewed the report from Swift and approve the recommendations in the report.
Motion was made by Commissioner Alarshall, seconded by
Commissioner T•~hitted to approve the positions in Mr. Swift's report far
Health and Social Services.
Jerry Robinson, Director of Health,. referred to I•Ir. Swift's
report and noted that the public Health *Iurse positions are one grade below
the state standard grade level.
Thampson indicated that the recommendation does bring all Public
Health Nurse classifications up to the state level thus making their salaries
competitive with the surrounding counties.
Commissioner t•'Iarshall amended her motion to include the b7anacer's
recommendation for the Health and Social Service positions.
Thompson noted that thirteen people are involved.
Commissioner Lloyd asked .if everything would be discussed and a
vote taken on the entire package instead of one department at a time.
Thompson indicated the total cost of Social Services would be
57,848 with the county's share at 25~. The total cost far implementing the
changes for the Health Department would be 517,882 and part of this would be
paid by other sources.
Commissioner r:arshasll emphasized that the Board is making policy.
decisions -not salary decisions and the employees expect an equitable
policy.
Commissioner Lloyd stated his concern for dollars and cents and
not policies.
Commissioner -larshall withdrew her motion and Commissioner
NJhitted withdrew his second.
Commissioner S•?hitted pointed out three important things in
evaluating the reports:
(1) assurance that all jobs within a classification are ccmparable in
terms of experience, education, responsibilities, etc.
(2) assure ample increments between positions to reflect years of
service, training, etc.
(3) to be used as a tool for management so that employees :cno~•~ v;hat
is necessary for progression within the system.
Commissioner Lloyd .noted his concern about the salary Wore than
the classification.
Chair :aillhoit listed the purposes for the reclassification
study:
(.l) acuity fns the County employees:

(2) the ability to recruit and retain cualified indivicuals, and
(3) equity for the lone~er term employees ir. relationship to what is
paid a new employee in that same position.
Commissioner Lloyd expressed a concern about the pay study
providing increases to some of the high salaried employees after they just
received a 10& increase on July 1st. The turnover is not with the higher
salaried people but with the low salaried people. He indicated he felt: the
lower salaried people would be upset if the pay study is adopted.'
Commissioner arshall agreed with the concern for the lower
salared employees which needs to be addressed through palicy. She noted that
the items listed in her report (copy in permanent agenda file) have no
financial impact. She requested a delay on the decision for Department
Heads; requested that policy issues be reviewed in early February to be
effective next July 1, 19$5. She explained that the County is not on the
state pay plan and suggested that the board reaffirm the adoption of the
state salary schedule anc, inform the two school boards accordingly.
severly t•7hitehead, Director of Personnel, stated that in t!arch of
1976, the County adopted the state salary schedule ir. grade and step. Since
then, the Board has adopted the pay plan which includes the salary schedule
and rates of pay for intermediate steps for all classes of positions included
in the classification plan. The adoption of the state pay plan would pat
have a cost impact on the implementation of the study because it calls for
the adoption of ranges - minimum and maximum ranges and classificatian
assigned to those ranges. The only impact would be in the administration of
the pay versus how the state vrould administer pay. There may be cost impact
up or down where the State pay plan is different from the County's pay plan
but it would not have a dollar impact on the classification and pay plan
recommendation under consideration.

vlith reference to the State Clerical Office i~?anagement Standards
in setting clerical grade levels 56 through 60, t^7hitehead explained that the
Clerical Dffice Management Standards vrere adopted by the state ir. 1977. They
set forth the knowledge, skills and abilities renuired for all clerical and
office management classifications under the state system. Since 19II1 an
attempt has been made for Orange Cour_ty to conform to that standard which
provides a 15~ range difference between the clerical classes. There is a
spread between the classes which takes into consideration the quality, skills
and abilities of the person. G~rhat is requested is that the Board adopt this
standard.
After much discussion, motion was mace by Commissioner tarshall,
seconded by Commissioner T^~hitted to adopt the standards, and carry out the
study as recommended by the personnel director and to consider any
recommended from the study at the earliest possible meetin with any pay
changes retroactive to any implementation date set.
Commissioner Marshall revised the motion to include the adoption
of the State Clerical and Office tanagement Standards with all revisions to
be submitted to the Board for consideration.

Comr..issicner N.arshall indicated that Dr. Hayman dial not study
ary comparables on the Acting programs but suggested that the RSVP Coordinator
and Program Assistant go down one grade level. Personnel Office did a full

study on these programs at their imalementation and set these levels and she
indicated there is no reason for dovrngrading these positions.

Commissioner Lloyd to leave the RSVP coordinator and RSVP Program Assistant
positions at the grade level that was assigned at the beginning of the
program and for the Personnel Department to do a full study of the Department
on Aging Classifications.

ti•7hitehead went through all grade classifications pointing out the
• recommended changes in grade levels at each level. The Solid ti~laste
Collector's position was eliminated from salary grade 59 and moved to salary
grade 6D.
The inequities of not maintaining the same step ~.n air u~+yLCUe
Caere discussed.
Commissioners tiarshall and t~Thitted emphasized that a policy
decision needs to be made on the issue of maintaining the same step in an
upgrade of any position.
Conr~issioner Lloyd requested additional time to study the step
increase and refused to vote on the issue.
Commissioner :•7hitted noted that Deputy Sheriff I is still not in
a competitive level based on the comparable and Commissioner Plarshall a5reed.
t~ihitted recommended grade level 66 and proposed to increase each
classification in Law Enforcement by two grades.
Bobby Saker, Et•I5 Director, indicated a problem v~ith keeping
dispatchers because of the higher salary offered by Durham County.
After discussion about the Dispatcher and the Et1S Paramedic, it
was decided to move the Dispatcher to grade 66 and leave the EMS Paramedic at
grade 64.
Commissioner lloyd voiced opposition to moving all position in
Law Enforcement up two steps without further study.
Tvhitehead indicated that if the Dispatcher is raised from 6S to
67, two other classifications would need to be changed.
(1) Shift Leader from 65 to 67, and
(2) Supervisor from 66 to 68.
Commissioner Whitted included in his motion these two
reclassifications along with the Dispatcher and law enforcement. He noted
that exception must be made when market dictates.
Thompson indicated inequities because there are other positions
in other departments that should be considered because of the market.
Chair ti•'illhoit pointed out and illustrated that it is not the
upper ranges of law enforcement where there is a problem, but the beginning
ranges. IIe proposed a cne grade increase and suggested making the necessary
adjustments within the range to make the salary competitive. The problem
seems to be in the starting salary.
Whitehead indicated a problem with the existing Deputy I
positions who are in step 1 being below those new hires starting at grade 2.
Corunissioner Lloyd indicated agreement that iL- the problem is

Sheriff Lindy °endergrass indicated the problem woulc be with
Deputy II's making more than some of the 5argents.
~•dhitehead indicated the impact in making just the adjustments in
Deputy T and IT in that you would have those individuals in the same salary
grade as their supervisors.
tlotion was made by Chair Ta'illhoit seconded by Commissioner
arshall to increase all law enforcement positions by one grade, to shorten
.the probationary period to six (6) months, and, to mal;~ the adjustments for
Shift leader, EbiS dispatcher and Cor.:munications Supervisor.

Motion was mace by Commissioner Marshall, seconded by
Commissioner i~Thitted to maintain the job description that was developed at
the time of recruitment for the AGministrative Assistant and Clerk to the
Board.

I.lotion was made by Chair Willhoit, seconded by Commissioner
A7hitted to maintain the Lands Record Manager at the present grade level of 74
until the program can be reviewed.

Commissioner Marshall expressed concern for the classification of
the Director of the Department of Aging and Chair Willhoit indicated this
position would be given further consideration.

Commissioners Lloyd and Marshall expressed concern for those
employees or. the lower end of the salary scale.
Commissioner Lloyd requested information on what the changes will
cost. Ee requested additional time to discuss the study further with Dr.
fiayman .
Chair Willhoit requested additional information on the impact of
maintaining the same step when moved in ranges.
t•9otion was made by Commissioner Whitted, seconded by Commissioner
tarshall to accept the study presented by the Institute of Government with
the adjustments made tonight and the adjustments on the merit for employees
in Health and Social Services as modified by the Manager through level 73.
VOTE: Ayes, 4; Noes, 1 (Commissioner Lloyd)
- Thompson asked about the date of implementation and Commissioner
Whitted noted it is effective July 1, 198.
