PURPOSE: To award a housing rehabilitation contract for the Orange Gounty HOME
Scattered Site Housing Rehabilitation Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's I-lousing Rehabilitation
Program according to the prepared work specifications.
The informal biddin process is governed by the North Carolina General Statues X43-~3 and

does not require a minimum number of bids. Additionally, present program procedures provide
that housin rehabilitation contracts be awarded to the lowest responsible bidder. However, the

lowest bidder has notified the County of their unavailability to complete this job due to the
relocation of the business out~of-state. Therefore, the next lowest responsible bidder is
recommended for approval. Additionally, all contractors participating ~ in the County's
Rehabilitation Program are required to utilize current deconstruction and material recycling
methods during the repair process.
Bids were solicited on .May 3 ~, 244?' and June 9, 200?' with a bid opening on June 24, 2401.
Bid results are attached.
FINANCIAL IMPACT: The Grange County HGME Investment Partnership Program provides
funding for this program.
