The Orange County Board of Commissioners met in regular session on
August 21, 198 at 7:30 in the Courtroom of the Old Post Office Building,
Chapel Hill, Tdorth Carolina.

Commissioner t!arshall received a proposal from Colonel Breeze to
resign his position on the RC&D Board if the Commissioners taould appoint
Pearson Stewart to till his vacancy. Stewart has been contacted and has
agreed to serve on .this board.
f,5otion was made by Commissioner tdarshall, seconded by
Commissioner ?•Jal};er to accept the resignation.of Colonel Breeze from the
RC&D Board and to appoint Pearson Stewart.

Roman ~olodij gave a progress report on the renovation of the
Courthouse. The design and development phase is completed; zevisions and
approvals have been received from the judges, bar members, the Department of
Insurance, the Historical Society, the Archieves and History Department, the
County's Historical society and P.dministration and the remaining review will
be by the Town Board. Tcalodij explained the new stairc•~ay and access. All
doors will be provided accorc.ing to code. An elevator will be installer;
new toilets will be provided on the top floor. The metal .roof will be
replaced vrith a r_ew metal roof and some structural repairs in the roof

historical emphasis but also are functional. The air conditioning will be
replaced; heat will be provided by an air distribution 'system and the lowEr
individual rooms will be heated by individual heat pump units. The wood
ceiling v~ill be replaced. Some items will be optional and depend on the
availability of money. Bids will be received the middle of October. All
changes will be presented to the Soard far consideration through change
orders.

Dana Baldwin, past Chair, introduced the members of the
- - Commission who were present, and highlighted the activities as contained in
the report:
(1) creation of an evening G1;A class for Drange Coun
citizens;
(2) participation in career awareness week in the Chapel
Hill/Carrboro Schools;
(3) monitoring progress in the implementation of the Orange.
County Affirmative action plan;
(4) learning about the JTFA;
(5) creation of the employment task zorce to study the benefit°
of Orange County employees and employee practices.
(5) coordinate information referrals with other Orange County
agencies;
(7) provided service to over 300 people through the office
information referral program.
Chair l~illhoit commended the Commission for women and the
services they offer to the citizens of Orange County.
3. $~SEARCH TRIANGLE PARK AND ENVIROPIS
Commissioner riarshall commented on the report and the two main
objectives as dis~ributed. The Land Use Advisory Committee spent several
months redefining its purpose and asked if there were .any questions about
their objectives as many developers seem to object to almost everything the
Board wants to do and the Research Triangle Par}: and Environs Report can
serve as a model for any government in t~rorking with uevelopers. Impact fees
is a new ic:ea and warrants further discussion.

Thompson presented for consideration a contract with the Drange
County i•Tedical Center to provide medical services at the County jail.

• Center for the provision of medical services at the County jail for 53,600 a
year to be paid in twelve equal installments.

Ilotion was made by Commissioner T~Talker, seconded by Commissioner
Idarshall to approve the petition for the Joppa Oaks (SR's 1882, 1883, 1893,
1894) Participatory Paving Project in Hillsborough Township.

Fund to provide detailed acccuntaaility for the County's Participatory
Paving Program in accordance with the July 19, 1984• memo to the 73oarc of
Commissioners.

Thompson presented for consideration a proposal prepared by the
Regional Managers Group and by the Triangle Council of Governments for ~.
survey that would:
1. Assemble data on the facility neecs in each unit of local
government within the counties of Orange, Wake and Durham.
2. Compile the information and determine how the plans relate
and vrhere coordination of effort can be mounted to effect
economies; and
3. rorecast what can be done in the timing of improvement
measures.
The estimated cost would be $15,000 with each County
contributing $5,000.
The survey would aid in the capital planning for the County and
take into account future road improvements and also an inventory of local
plans that would have a bearing on v,°ater and sevrer and public facilities.
Brad BarY.er indicated that the proposal is for the survey to be
done between August 84 znd January 85 but there would be no problem in
adjusting the schedule to meet the availability of the staff. There is a
sense of urgency from ~~7ake County and Durham County. The survey could be
--' started in ~9al;e and Durham and phased in in Orange County.
Motion was made by Commissioner Piarshall, seconded by
Commissioner ~~Thitted to participate in the project with the Orange County
staff working with the timing that fits in with the project.
