MAY 21, 1984 - 6:00 P.M.
The Orange County Board of Commissioners met in Special Session with
the Ptebane Town Council on Monday, May 21, at 6:00 p. m. at the A & t4 Gril:l in
Mebane, North Carolina.
Commissioners Present: Chair Don [aillhoit, and Commissioners-Shirley
- bTarshall, Ben Lloyd, Norman Walker and Richard Whitted.

Brooks Gardner, Mayor of Mebane called the meeting to order. He
expressed his desire for the Town of P?ebane to be able to provide requested
services to Orange County and requested that Orange County provide additional
money for: (1) fire protection services which protects approximately one
hundred million dollars of assessed property; (2) recreation, and (3)
library.

Mebane provides fire protection for Orange County in accordance
with an agreement with the Efland Volunteer Fire Department. Bob Hupman,
member of the Piebane Town Council expressed a desire of the Council to work
directly with Orange County far renewal o£ the agreement with Efland.
Chair [aillhoit explained that Orange County does not put any
money directly into fire protection.
Commissioner Whitted explained that the district area was
petitioned in by the residents who then set up a Board of Trustees which in
_, turn elected to contract with riebane for fire protection to part of the area
for 55,000.
Commissioner Walker noted that only the necessary rates, are
approved by the Board. The rate is low and could go higher. While the Board
of Trustees request a level of funding, the Board only increases the tax rate
when requested.
Hupman indicated that a meeting vaith the Efland Fire Department
gave no indication that there would be an increase. The meeting was six (6)~
weeks ago and no response has been received from the Efland Fire Department;
that if tiebane does withdraw their fire protection service the Efland Fire
District would have to provide this service.
Commissioner Lloyd indicated he would check with the Board of
Trustees to find out why they have not responded.

Everette Pender, member of the Mebane Town Council, pointed out
a need to receive compensation for the library service i4ebane provides for
orange County Residents. It was agreed that circulation figures were needed
for (1) number of Orange County Residents using the Mebane Library and (2)
number of Mebane people using the Orange County Library. These figures are
needed to provide the data upon which consideration would be given.

The Town of Mebane applied for a grant to upgrade the facilities
at Lake t°_ichael and to increase the use of Lake t+iichael in Orange County.
These facilities would offer recreational opportunities for western Orange
County and the Town of Piebane. This would be a three way joint venture -

Alamance, I•iebane and Orange County. Gardner presented a site plan. The
matching grant is 537,500.
Commissioner T4arshall asked if the Orange County Parks and
Recreation Department coulc provide the programming for the park and received
a positive answer.
Chair Willhoit then noted that the Board has a commitment to
provide facilities. If arrangements for access to the facilities by Orange
County residents is available and the Orange County Recreation Deartment is
allowed programming responsibilities, consideration would be given to
participation in the project.
Gardner pointed out that the use would be monitored and
continued allocations would depend on and be justified by the use of orange
Caunty residents.
Commissioner ti•~hitted suggested that the Parks and Recreation
Advisory Commission get all the information from Mebane and make a
recommendation to the Board. Orange County's contribution would be 56,000 a
year for two years and would be contingent upon Mebane receiving a grant.

Mebane requested that in place of an internal adjustment far the
contribution that riebane makes to the Economic Deve~opraent Commission and the
contribution that Orange County makes to the Recreation fund for [~ebane that
the actual exchange of checks take place. This was agreed upon by the Board
of Commissioners.

Mebane requests a policy to cover the areas in Orange County
that are serviced by the Plebane water and sewer district. By providing sewer
for Orange County, capacity problems are being created for Mebane which
would like to work out an agreement whereby everyone would benefit. Qrange
County was amiable to this suggestion. The A.ebane Town Idanager and County
Pdanager will meet and c•rork out the agreement for consideration by the two
respective Boards.
