The Orange County Board of Commissioners and the Carrboro Board of
A1c:ermen met in special session at the Carrboro Town Ha11, Carrboro, North
Carolina on Wednesday, May 16, 1984 at 7:30 p.m. for the purpose of
discussing the proposed Joint Planning Agreement.
Commissioners Present: Chair Don Willhoit, Commissioners Shirley
Marshall, Ben Lloyd, Norman Tealker, and Richard Whitted.
Jim Porto, f°iayor of Carrboro called the meeting to order. The
following was offered by the Carrboro Board for consideration by the Board of
Commissioners:
(1) The jurisdictional line between Carrboro and Chapel Hill on
the joint planning area map (which extends the present
boundary north along the railroad tracks) be adopted north of
8ubanks Road, but that the Chapel Hi11 High School site and
the area surrounding the landfill be included within Chapel
Hill's jurisdiction.
(2) orange County adopt Carrboro's Land Use Ordinance for the Ten
and Twenty Year. Transition area.
(3) The Town and County agree upon a zoning map for the
transition areas using zoning classifications contained in
the Carrboro land use ordinance.
(4) Administrative procedures - First agree on the zoning map and
then consider the administrative procedures.
Chair Willhoit outlined two purposes for joint planning: (1) to
determine the future needs of the area and (2) to provide representation to
the citizens. Joint approval provides a guarantee that Carrboro will have
final say in the decision for that area based on what is outlined in the
ordinance: thus if a request is in compliance with the Ordinance there would
be very few instances of .disagreement.
Mayor Porto emphasized that it is important for both Boards to have a
voice in the decision. However, Carrboro wculd like to maintain the
responsibility for the application to be filed in Carrboro and have that
staff responsible for processing with a joint public hearing between the Town
and the County. Orange County would retain the decision authority but the
administration would be through Carrboro.
Commissioner Aarshall noted that if the permit is done by Carrboro and
meets Carrboro's standards, then grange County would then be in the position
of enforcing Carrboro's Ordinance.
Chair Willhoit reiterated the items agreed upon: (1) proceed with the
zoning map, (2) continue to take under advisement the review process and
-- determine what components can be agreed upon and (3) adopt Carrboro's
standards with some modification if necessary to reach some uniformity in the
ordinance.
Chair Willhoit pointed out that if the County takes the lead in
receiving the application and issuing the permits and doing the inspections,
Carrboro's staff would not have this work load.
Mayor Porto feels it important to come up with the zoning map and to
determine veto power.
The meeting was adjourned.
