ORANGE COUNTY BOARD OF COMMISSIONERS

The Orange County Baard of Commissioners met in regular session on July
5, 1983 at 10:00 a.m. in the Commissioners Room of the Orange County
Courthouse, Hillsborough, tdorth Carolina.
Commissioners Present: Richard E. Whitted, Norman Walker, Don Willhoit,
and Shirley E. Marshall; Absent: Ben Lloyd.
A. BARD CQ(•1AiENT$
Richard E. Whitted added to the Agenda an addendum as Item 14:
reappointment and establishment of terms for office for Orange County Tax
Supervisor and Orange County Tax Collector.
He also read a letter from Commissioner Lloyd requesting delay of items
9 and 13, but as these items had been specifically referred to this Agenda, the
request was not granted.

Candace Carroway, Chairman of the Housing Subcommittee of the Planning
Committee of the Human Services Advisory Commission made the presentation.
The proposed code is the product of a sub-committee convened by the
Orange County Human Services Advisory Commission (HSAC).
- On May 25, 1983, the HSAC discussed the proposed code and voted to send
it forth to the Board of Commissioners with the recommendation that:
1) it be adopted as a concept paper; and 2) it be referred to the
County Manager for further fine-tuning
After some discussion, Shirley Marshall moved. Don Willhoit seconded
approval of the concept. VOTE:
The proposed code was referred to the County Manager and County Attorney
far further development in concert with the Human Services Advisory Commission.
D. FtEpORT Harmon-Young Area Plan:
tdarvin Collins and Susan Smith made the presentation. 0n ,7anuary
4, 1983 the Board of Commissioners directed the Planning Department to review
and revise the plan for the H~3-4 Activity Node within six (6) months. A status"'
report on schedule, research and findings was presented; a Public Hearing on
the Draft plan will be held August 22, 1983 and the Baard asked that the map
include the I-40 corridor and that the study include the land contained within
that corridor
At Richard E. Whitted's suggestion, E-14 was moved up on the Agenda.
Norman walker moved, Don Willhoit seconded the appointment of Jahn Horner as
Tax 5upetvisor and Kenneth Lloyd as Tax Collector for two year terms. VOTE:

Shirley E. Marshall seconded approval of the Preliminary Plan for the property
surveyed far Robert E, Lachance subject to the following:
1. show 522.7 feet elevation line and designate 100-year flood plain
area.
2. show width of proposed R & L Park Road on plat as 50 feet.
3. Indicate acreage of lots 1 and 5 excluding road right-of-way.

recommended by the Planning Board:
Paragraph 2^ line 7. Delete "If the Board finds the modification sub'

Marshall moved and Don F7i11hoit seconded the proposed deletions to the
Subdivision Regulations recommended by the Planning Board:
111-C-3-a. V7llen access to a minor subdivision is proposed via a
preexisting, platted, private road, and where the private road provides access
to lots in addition to the lot(s) created by the proposed minor subdivision.
the Planning Board may recommend a variance. pursuant to subsections V11-A to D
of this ordinance, from the right-of-way and maintenance requirements of
subsection IV-B-3-e of this ordinance. All variances shall be granted in
accordance with Section VII of this ordinance.
xy-s-3-c-5. Offsets - Unless exception is granted as provided in
Section VZI herein, an offset in the alignment of a street across an inter-
section shall not be permitted.

Board designated Don Willhoit as the voting delegate to the annual North
Carolina Association of County Commissioners Conference in August, 1983.

Marshall seconded the execution of the 1983-84 budget ordinance approved June
27. 1983. Each commissioner signed the document.

Chair, Chapel Hill/Carrboro School Board; and- Veola Insko, member Chapel
Hill/Carrboro School Board, agreed:
1) to establish a task force to assess alternative sources of finning
the capital needs of each school system with consideration of both long and
shorter range goals, and
2) to place the charge to be given to the Task Force on the Agenda for
the first meeting in August.
E-10. Noise ordinance: The first reading of the Noise Ordinance was
moved by Norman Walker; seconded by Don Willhoit with a proposed effective date
of August 15, 1983. VOTE: Ayes; ~
E-11. ~QD~~~: After some discussion of the process by
which the requests for proposals for the jail medical contract had been
solicited and evaluated, and with the assurance from the County Manager that he
felt comfortable that each applicant had been given adequate information fror^
which to prepare proposals. Don Willhoit moved and Shirley E. Marshall
seconded awarding the contract to the Hillsborough Family Medical Clinic for 1
year with the authorization for the Chairman to sign the contract. VOTE:

Shirley E. Marshall seconded, awarding the contract for the preparation of
water/sewer extension and reservior development feasibility studies in Cheek
Township to the John R. McAdams Company. VOTE: Ayes; 4

Health Board recommended the appoint of Robert Rhyne to a three year
term on the Health Board. Rhyne (3); Dlurphy (1).

Chapel Hi11 Planning Board: Appointed Don Fransico (~)-(0).
Orange County Domiciliary Home Advisory Committee recommended the
appointment of Rebecca Ringer, Eva Salbor, Adele Thomas, and William Meeke
which left 3 vacancies--2 for administrators as required by law and 1 for
better geographical coverage.
