Monday, Ray 16, 1983, at 7:30 P.M. in the Lincoln Center Board _ 10. Room, Chapel Hill , North Carolina. 11. Commissioners present: Richard E. Whitted, Chair, and Com- 12. missioners Ben Lloyd, Shirley E. Marshall , Norman Walker, and 139 Don Willhoit. U. Chapel Hill-Carrboro Board of Education Members present: 15. Mr. Edwin Caldwell , Chair, and Ms. Edith' tll iott, Ms. Verla Insko, 16, Ms. Phyllis Sockwell and Ms. Ann Wileman. 17. Board of Education member not present: Mr. Ted Parrish. 18. Commissioner Whitted announced that this was a special meeting 19. for the purpose of receiving the Chapel Hill-Carrboro Board of 20. Education budget for Fiscal, 1983-84. - 21. Mr. Caldwell reminded the Board that investment in the children 229 is the greatest resource. He added that the Board of Education 230 had evaluated its programs in terms of their usefulness and this ;24. budget reflected that evaluation process. Mr. Caldwell said the 25, way educational and other programs is funded. needs to be examined. 26. Following Mr. Caldwell 's remarks Dr. Pamela Mayer, Superin- �79 tendent, reviewed the proposed budget with the Commissioners. Dr. 28. Mayer said a primary item is a salary increase, either a 4% across 29. the board increase or a one step increment for all personnel . The 30. Board of Education is requesting a .06¢ increase in the supplemental 31. district tax, and $615/per pupil . Dr. Mayer said the largest item in 32. the budget with the palary and fringes is capital . The capital request _ includes current projects along with 1/10 of the ten year plan costs. Dr. Mayer said that this year they had appropriated about $200,.000 of 34- the $500,000 unappropriated 35. � fund balance. in order to fund the budget. After Dr. Mayer completed her review Commissioners sought 36, clarification to questions -and thanked Dr. Mayer for her presentation. 37. 38. (2) SR 1939 (southern portion of existing Poythress Road) from Damascus Church Road (SR 1940) to Chatham County line - proposed change to Meachan Road. NEED: In March of 1980, the Board of County Commissioners named the northern portion of Damascus Church Road to Poythress Road based on the recommendation of the Road Naming Advisory Committee (RONAC). The recommendation of RDNAC was based on the section number designation and visual inspection of county maps rather than an on-site inspection. Subsequently, fire and emergency personnel experienced difficulty in responding to calls for assistance because local residents still referred to that section of road 'as Damascus Church Road rather than the new Poythress Road. Local residents became concerned and submitted a petition to RDNAC, requesting that the name be changed back to Damascus Church Road. $n July of 1982, RONAC recommended changing the-northern portion of Poythress Road back to Damascus Church Road and naming the southern portion of Poythress Road to Meachum Road to match up with the name assigned to the same-road in Chatham County. RDNAC suggested holding off on a public hearing. until other road name changes were requested and several could be considered at one time. Ib1�aLT: Changing the road names as proposed would address the concerns of local residents as well as -resolve those problems being experienced by fire and emergency personnel.
