7* The Orange County Board of Commissioners met in special session
8. on Thursday, March 31, 1983, at 6:00 P.M. in the Colonial Inn, King Street,
9. Hillsborough, North Carolina.
10. The purpose of the meeting was to discuss with the Town of Mebane
11. Council its participation to the Orange County Economic Development Commission.
12. Commissioners present: Richard E. Whitted, Chair, and Commissioners
13. Ben Lloyd, Shirley E. Marshall and Don Willhoit.
14. Commissioners absent: Commissioner Norman Walker.
15. Mebane Town Council Present: Glendel Stephenson, Mayor, and Council-
16. members Barbara Byrd, Pete Bradley, Robert Hupman, Everette Pender and Marshall
17. Taylor.
18. Also present were Kenneth Thompson and Paulette Pridgen, Orange County
19. Manager and Clerk, respectively, and Virginia Whitfield, Mebane Town Manager.
20. Commissioner Whitted summarized the reason for the meeting, i.e., to
21. discuss Mebane's participation in the Orange County Economic Development Com-
22. mission. Mr. Thompson summarized the reasons for the Towns' (Chapel Hill,
23. Hillsborough, Carrboro and Mebane) share of the costs for the Commission
24. being 6%. Mebane Councilmembers voiced concern over increased demands for
25. programs, recreation and libraries being specified, while the County does not
26, fund those programs in Mebane. Councilmember Hupman said he thought Chapel
�7, Hill should bear a greater cost of the Commission since the population is
28. greater in that area; Mr. Hupman also questioned the benefit Mebane would
29. realize by participating in the Economic Development Commission. Commis-
30. sioner Willhoit said one of the goals of economic development is to improve
31. the overall quality of life and he thought Mebane would benefit from that.
32. Mebane Councilmembers stressed the increased demand upon their programs,
33• specifically, recreation and libraries; the Mayor, echoed by his Council-
34. members, said he wanted to hear that Orange County was responsive to demands
35. on Mebane's programs.
36. Commissioner Willhoit noted that the County does fund a portion of
37, the Town of Chapel Hill and Carrboro's recreation programs and does fund a

4• portion of the Chapel Hill Library. Commissioner Willhoit said this kept
5• the County from having to provide a new program in those areas and kept from
6• duplication of service delivery. He added that he would have no problem con-
7o sidering the funding of Mebane.'s programs, recreation and library, in a similar
8. manner. Commissioner Lloyd agreed with that "100V adding that he was in
9• favor of supportive services, although not all of them.
10• There was a consensus among the Commissioners and Councilmembers to
11• work together for the betterment of the entire area.
12. With no further business to discuss, the Board and Council adjourned
13• by consensus.
