PURPOSE: To receive a report regarding the current status of Automatic External Defibrillators
(AED) installed in County facilities and recommend the development of a policy and plan to
upgrade current and future installations.
BACKGROUND: AEDs are self-contained cardiac monitor/defibrillators initially intended for
use by the public to shock the heart back into rhythm in the event of cardiac arrest or fibrillation.
When a heart fibrillates, an inadequate volume of oxygenated blood is circulated throughout the
body. According to the American Heart Association, a human brain starved of oxygen can
experience irreversible damage within 4-6 minutes. The goal is to have effective cardio-
pulmonary resuscitation and converted arrhythmia within this timeframe to give the victim a
chance for survival with hopes for a full recovery. AEDs are common additions to public
buildings throughout the US. Due to their popularity, the cost per unit has fallen sharply over
the past decade.
The Board directed the Departments of Emergency Services and Asset Management and
Purchasing Services to take inventory of the current "fleet" of AEDs installed in County facilities,
determine their status and develop recommendations for a policy outlining consistent
specifications, purchasing, installation and maintenance in order to bring consistency to the
program. To maximize the impact of the limited funding for the program, initial efforts will be
focused on publicly accessed facilities such as the Whitted Building, Hillsborough Commons,
libraries and other County buildings where significant public use occurs. These facilities are
listed in Attachments 1 and 2. Generally, the AEDs will be placed on each floor with public use
with the goal of access to an AED within 4-6 minutes. In addition, placement will be based on
established standards for access and visibility, which will make it clear to staff and visitors
where the AED is located to speed utilization during a medical emergency.

FINANCIAL IMPACT: Fully funding the recommended group of AEDs to adequately cover
facilities would cost approximately $60,000.
RECOMMENDATION(S): The Manager recommends that the Board accept the report and
recommendations to:
1. Upgrade all current AEDs more than 6 years old or not functioning properly to current
specifications (cost $12,000);
2. Purchase AEDs to cover all remaining/new facilities within three years; and
3. Review an Orange County AED ordinance to be presented at the August 17, 2010
regular BOCC meeting.

1. Central Orange Senior Center:
a. Location: Near main entrance office near coffee refreshment area.
b. Accessibility: Approximately 50ft from the front door. signage adequate.
2. Parks and Recreation (Whiffed Building):
a. Location: Mounted in Parks and Recreation foyer.
b. Accessibility: Five feet from front door; obscured by decorative tree.
3. Parks and Recreation (Efland Soccer Fields):
a. Location: Mounted in First Aid Office.
b. Accessibility: Located in the first aid room with a locked door. No signage.
4. Seymour Center:
a. Location: Mounted downstairs near exercise room.
b. Accessibility: Located down stairs in a mounted cabinet. Good signage.
5. Southern Human Services Center:

AEDs have been installed in County facilities without the aid of a policy or guideline addressing
specifications for purchasing, installation, signage, training, use and maintenance. Recently the
AED installed in the Central Orange Senior Center experienced a malfunction during an actual
event. Staff retrieved the unit at the Sportsplex and successfully resuscitated the patient. This
incident reinforces the need to formalize a program ensuring consistency and reliability.
Staff is researching AED policies in order to develop local guidelines and will present to the
Board for consideration. Staff has developed a matrix to consider for the policy that will include
the following:
A. SPECIFICATIONS
a. Compatibility with County defibrillators.
b. User ease and contract-maintained.
c. USFDA approved.
B. PLACEMENT
a. Placed in readily accessible areas.
b. Clearly marked AED cabinet.
c. Secured with an audible alarm.
C. INSTALLATION
a. Cabinets securely mounted.
b. One AED per floor of every identified facility.
c. Clear and concise directions posted.
D. SIGNAGE
a. Standardized in all County facilities.
b. Clearly marked on site maps.
c. Three-dimensional.
E. TRAINING & MAINTENANCE
a. Serviced annually by a certified technician.
b. Checked monthly to ensure a state of readiness.
c. ES to train employees in facilities with AEDs.
d. Employees to inspect units monthly.
F. USE MONITORING
a. Emergency Services shall be notified when an AED is used.
b. Emergency Services staff will download data.
c. Emergency Services will collect data.
