HomeMy WebLinkAboutRES-2010-038 Resolution of Adoption of Orange County Hazard Mitigation Plan Update~. do/o-03~ RESOLUTION of ADOPTION ,~- ~ ` x- ° /d ORANGE COUNTY ~/y1 HAZARD MITIGATION PLAN UPDATE WHEREAS, the North Carolina General Assembly passed Senate Bi11300 "An Act to Amend the Laws Regarding Emergency Management as Recommended by the Legislative Disaster Response Commission " in June of 2001 that among other provisions requires local governments to have a hazard mitigation plan approved in order to receive state public assistance funds; and WHEREAS, in October of 2000 the President of the United States signed into law the "Disaster Mitigation Act of 2000" (PL 106-390) to amend the "Robert T. Stafford Disaster Relief and Emergency Act of 1988 "which among other provisions requires local governments to adopt a mitigation plan in order to be eligible for hazard mitigation funding; and WHEREAS; Federal mitigation planning regulations require Local Mitigation Plans to be updated and resubmitted to the Federal Emergency Management Agency for approval every five years in order to continue eligibility for Federal Emergency Management Agency hazard mitigation assistance programs; and WHEREAS, the North Carolina Division of Emergency Management is assisting local governments in the update of hazard mitigation plans; and WHEREAS, the Orange County Planning and Emergency Services Departments and representatives from the Towns of Carrboro and Hillsborough have performed a comprehensive review and evaluation of each section of the previously approved Hazard Mitigation Plan and have updated the plan as required under regulations at 44 CFR Part 201 and according to guidance issued by the Federal Emergency Management Agency and the North Carolina Division of Emergency Management; and WHEREAS, the North Carolina Division of Emergency Management has deemed the Orange County Hazard Mitigation Plan Update compliant with Section 322 of the Disaster Mitigation Act of 2000 as well as with relevant state requirements; and WHEREAS, the Federal Emergency Management Agency has issued an approval of the Orange County Hazard Mitigation Plan Update, subject to formal community adoption; NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Orange County hereby adopt, by way of this resolution, the "Orange County Hazard Mitigation Plan Update " as approved by the Federal Emergency Management Agency.
