PURPOSE: To review and provide comments on the schematic design of the Link Center
Phase 2 -County Commissioners' meeting room prior to final construction drawing preparation.
BACKGROUND: On February 16, 2010, the Board of Commissioners approved a design
contract with Corley, Redfoot, Zack Architects ("CRZ") for Phase 2 of the Link Center. This
project phase includes development of a County Commissioners' meeting room and technology
associated with its operation as well as restroom and heating and cooling system (HVAC)
upgrades necessary to support the more intensive use of this facility. In addition, the project will
address existing Americans with Disabilities Act (ADA) compliance and building entry access
issues.
A critical component of the design process is based upon site visits to other existing board
meeting rooms in the area. These site visits occurred on March 30-31, 2010. Commissioners
Valerie Foushee and Steve Yuhasz accompanied Ken Redfoot and David Taylor of CRZ on the
site visits along with staff from the Clerk's office (Donna Baker and David Hunt), Asset
Management & Purchasing Services (AMPS) (Pam Jones and Jeff Thompson), Information
Technologies (Kris Land), and The People's Channel (Bill Nichols).
The group visited six sites including: Forsyth County, Durham County, Durham City, Wake
County, the Town of Cary, and the NC Pharmacy Boardroom. Each facility proved particularly
informative in areas such as dais orientation, room layout, acoustics, lighting, sound
reinforcement, multimedia management, control systems, audience interaction, pedestrian flow,
and television camera integration.
The attached schematic design is based on the experience of these site visits and other Board
and staff input. The work session will provide the Board an opportunity to review the plan and
incorporate additional comments in preparation of construction documents for the bidding
process.

Per the tentative development timeline below, demolition would commence under a contract
issued by the Manager over the summer, with the construction bid prepared for award by the
Board after the summer break. A six-month construction time is projected for. completion of the
project after the construction bid is awarded.

FINANCIAL IMPACT: Funding is available for project components as follows:
• Project # 30035: Link Center Upfit - $520,480
o Funded via alternative financing approved by the BOCC in April 2009, to be
financed as short term debt sold in July 2010.
• Project # 30018: HVAC Projects - $90,777
• Project #30019: ADA Compliance - $65,595
• Project # 30023: Building Entry and Access Systems - $75,000
Bids reflecting actual costs will be presented to the Board for approval after the summer break.
RECOMMENDATION: The Manager recommends that the Board review and provide
comments on the schematic design as presented; and authorize staff and the CRZ to proceed
with construction documents and bidding as outlined herein if the Board desires to move forward
with the project at this time.
