dune 10, 1982, at 7:30 P.M. in the Commissioners' Room, Orange County Courthouse, ^l.~

Commissioners present: Chairman Richard E. Whitted and Commissioners Shirley
E. Marshall, Don Willhoit and Commissioners Norman Gustaveson and Norman Walker
(Commissioners Gustaveson and Walker arrived at 8:04 P.M.).
The pdorpose was a Board work session..on the budget for 1982-83.
Sheriff's Department: Ms. Beverly Whitehead, Personnel Director, reviewed
for the~Board a study she had made of staffing needs for the Sheriff's Department.
Sheriff Knight told the Board a major problem was the transportation of men-
tal patients from NCMH; he added that the sheriff's Association had complained
about the .transportation of mental patients. The Sheriff is requesting two
new patrolers and two new jailers. Sheriff Knight said he would not be able to
live with the Manager's recommended supply budget for his department.
Sheriff Knight was thanked for his comments.
EMS: Mr. Bobby Baker, Emergency Services Director, provided the Board with
an update of this department's training schedule. He said the IV tr•.aining was an
schedule with certification far July.
Emergency Management:'. Mr. Baker reviewed this department's budget with the
Board. Chairman Whitted asked that Mr. Baker review the Emergency Management Plan
with the Board of Commissioners after the budgetary process. Chairman Whitted
said the Board would like to know what's available and to review its disaster plan.
Commission on Women: Ms. Verla Insko, Coordinator for the Commission on
Women, told the Board she and her Commission members were present to respond to

questions. Ms. Insko said she is content with the Manager's recommended budget.
She added that the Commission on Women would like to meet with the Commissioners - .
later this year.

Ms. Mary Copeland: Asked permission. to address the Board. She said the Com-
mission an Women was a waste of money; that the $18,000 budgeted for the Commis-
Sion could be better spent on schools. She said the Commission on Women was lobbying
~ for passage of the Equal Rights Amendment.

Ms. Insko directed her response to the Board and said the Commission was not
lobbying for anything; the Commission's concerns are issues that affect women,
particularly unskilled women, for example availability of day care.
Rape Crisis Center: Ms. Katherine Morrison, Treasurer for the Center, pro-
vided the Board with a brief review of the past year's activities and programs,
number of assaults reported, contacts made. The Board asked what percentage .of
staff time was spent in fund raising; Ms. Morrison .replied that she did not
know, but that reporting procedures were being implemented this year which would
provide that information.
Commissioner Whitted said that the General Legislature had passed a Victim's
Compensation Bill the previous year to aid in medical expenses incurred by victims
yet none had been submitted from NCMH. Ms. Morrison said the Center had publicized .
that resource and did not. know why no requests had been submitted.
Some Board members asked about duplication of services; Ms. Morrison said
the Center worked closely with Social Services, Protective Services Division.
The Board thanked Ms. Morrison :for coming to request the full funding amount.
Coalition For Battered Women: Ms. Connie Renz, Director, reviewed th~ three
aspects of this Coalition's programs: 1) Advocacy; 2)~Community Educact~ion; and,
3) Shelter program. Ms. Renz said the Shelter Program was responsible for the
requested increase in funding. Ms. Renz said the Coalition made its space in the
Shelter Program available to the Department of Social Services. She added that 95% of
those seeking shelter t~~ere fret Northern grantee.
The Board thanked Ms. Renz for her presentation and request. .
Women's Health Counseling: Ms. Brenda Edwards, Director, and Ms. Rose Metts,
Board member, provided the Board with a brief review of this program's activities.
Responding to a question about possible duplication of services offered by the
Health Department, Ms. Edwards said a donation of $1.00 was requested from each
participant and the Health Counseling service was able to spend at least an hour
of time with each client, more than the Health Department is able to provide. .Com-
missioner Willhoit, Board of Health member, noted that the case load for the Health
Department was so heavy that there were needs not being served in that Department.
Commissioner Whitted cited the duplication of services assessment done by HSAC
which Hated there was no duplication of services, prior to the Women's Health
Counseling being funded the first time.
Ms. Edwards and Ms. Metts were thanked for their responses and report.

puring discussion, there was a consensus to add the $4,300 fon the Forestry
Service, and $1,000 for the Shelter Program for. the Coalition for Battered Women;
the Board noted that the Coalition did make its space available to the Department
of Social Services.
Commissioner Gustaveson asked for an overview of all contracts, leases for'
the County.
Commissioner Marshall .moved, seconded by Commissioner Whitted, to adjourn.
