The Orange County Board of Commissioners met in a special session on Thursday,
May 27, 1982, at 8:00 P.M. in the Meeting Room, Carrboro Town Hall, Carrboro,
North Carolina.
Commissioners present: Chairman Richard E. Whitted, and Commissioners Norm
Gustaveson, Shirley E. Marshall, Norman Walker and Don Willhoit.
Commissioner Whitted called the meeting to order and announced its purpose, i.e. ~
a special meeting on the Department of Aging and Health Department budgets. Com-
missioner Whitted added one item: a Proclamation declaring June 5, 1982, Fun
Fair '82 Day sponsored by the O-P-C .Mental Health Center, the Orange County 4-H
Program, Orange County Schools:and the Orange County Recreation Departrnent to pro-
mote alternatives to drug and alcohol abuse for young people.
Commissioner Marshall moved, seconded by Commissioner Walker, to adopt the
Proclamation with thanks to the sponsors. (That Proclamation is on page S of
is Baok). Vote: Ayes, 5; noes, 0.
Mr. Jerry Robinson, pirector of the Health Department, presented his department's
budget request to the Board of Commissioners. He relayed several concerns of
the Board of Health:
1--the Board of Health r~ishes to go on the record as recommending a cost of
living increase for all County employees;
2--reclassifications for nurses as recommended by the Manager are legal but
the Board of Health asks that Public Health Nurse I be upgraded to a 68,
Public Health Nurse II be, upgraded to a 70, and Nurse Supervisor be up-
graded to 74. (Manager recommends 67; 69 and 73, respectively.)
3--a request that a Health Educator I position be added:
4-- & 5--contracts with DB/GYN and Pediatrics at NCMemorial Hospital be renewed
for additional amounts the small increase was not anticipated) of $2,558 and
$2,000 respectively;
6--contract to provide nursing at Stanford Junior High, $1,904 for the entire
year;
7--$2,000 for the installation of a "Loaner" program for infant/toddler restraint
seats.
Mr. Robinson said the total cost of all his requests is about $30,000 additional.
Mr. Robinson replied to specific questions the Board asked on his budget. The.
felt some report of programs and response might be helpful; for example,
trends if noted. Mr. Robinson was thanked for his presentation.
The Board of Commissioners took .a short break, resumed with al? members present
Mr. Jerry Passmore presented the Department of Aging and RSVP's budget to the
rd. Mr. Passmore introduced staff and Senior Citizens Board members. He said

his budget represented a 32% increase due to the addition of the RSVP program
to his department. Mr. Passmore said his agency was depending more on volunteers
for some services in this year of cut-backs.
Mr. Passmore outlined the concerns of the Senior Citizens Board regarding the
elimination of the capital request of •$6,000.00: 1) blinds are neeaea Tvr tine
windows at the Northside Nutrition room; 2) tables and chairs a.re needed for. the
Northside meeting room; and 3) an L shaped counter is needed for the Hillsborough
nutrition center. The Board discussed with the Manager options for providing
the necessary equipment for the centers.
Mr. Passmore said basically, his department could live with the Manager's recam-
mended budget for his department.

the Social Services Department on Adult Protective Services might be an efficient

Ms. Gotha Lassiter and Mr. Wilson McKerrow, members of the Senior Citizens Board,
addressed the need for equipment for the Senior Centers in the County.
Commissioner Whitted thanked Mr. .Passmore and members of the Senior.Citizens
Board far their presence and presentation tonight and announced the Board's
budget meeting schedule.
Commissioner Whitted announced that this was the last evening for Cindy Thomp~..,
reporter from the Chapel Hill Newspaper, to cover the Board's meeting as she was
moving to Augusta, Georgia to take a new position there. The Board presented Ms_
Thompson with a card from the Board and signed by its members ..and wished her good
luck.
