Wednesday, Mash 17, 1982, at 7:30 P.M. in the Commissioners' Room, Orange 9. County Courthouse, Hillsborough, North Carolina. 10. The Purpose of the mweting•was a work session to discuss the *dater 11. Resources Task Force •Rerdrt, its're=m&-,dations_and proposed mwbftents`: 12. to the Zoning CWdinance.which.would implement those mcommendatiops. 13, commissioners present: Chairman Richard E. Whitted, and Cxmmi.ssioners 14. Norm Gmtaveson, Shirley E. Marshall., Noun Walker and bcux Willhoit. 15. Mr. Fred Luce of the Planning Department reviewed the Report's 16, rem°-ndations while Mr. ,lam Polatty reviewed the Proposed amendamts to 17. the Zoning C)rdi nance which would l.implement those recamnendatti ons. 18. During the discussion, one Board member said the Board could do one 19, of two things: 1) do nothing,or, 2) accept the ndations which assumed 70, a back up water supply for the Town of Hillsborough. >l -Cohynissicner Gustaveson said he felt that this report Provided a 22. balanced statement between water quality and industrial development. Mr. 23. Luce said he felt it was the best plan to protect water quality; Commissioner 249 Willhoit, who was On the Task Force, said the primary concern of the Task 25. Force was for water supply and quality while attempting to pxovide for orderly 26. growth along areas which had transportation. 27. Mr. Don Cox, speaking as a private citizen, said that almost every 28. identified reservoir site in the Upper•Eao watershed was needed and should 29. be preserved. He suggested an engineering study on the feasibility of 30. directing drainage .North of 2-85 dawn into seven Mile week below the 31. dm; he felt that it could be made part of the eventual widening of I-85. 32. The Board asked that the reCOMendations be forwarded to the Town of ,3- Hillsborough Board of Cbmni_ssicners for its response and thoughts on the 34- long team water supply of Hillsborough; and, that Planning work with the 35. DePar`bnent of Transportation to get an engineering study which would 36. accomK)date development and at the same time protect the water supply along 37. the 1-85 corridor. 38. 39. 40. ()CJ822 Chairman Whitted said the Board of Ccrrmissioners would takes the Proposed ame=bients to the Zoning Ordinance based on the Water resources Task Force Report reeormendations for those areas cowered under the Zoning Ordinance, those designated PW-2. Those xeoomr>endatims for areas designated MI-1 are to be returned to the planning Board and Task Force for further work. The Board decided to consider a date for this public hearing on April, 5th and to draw up the charge for the Water Resources Task Force at this same time. The Board adjourned by consensus. Ri E.
