SUBJECT: Utility discussions with the Cities of Mebane and Durham
Discussion has begun with both the City of Mebane and the City of Durham regarding provision of
utilities in the Buckhorn EDD and Eno EDD. A Request for Qualifications has been written
soliciting engineering firms to design and give cost estimates for constructing a core water and sewer
infrastructure in the Buckhorn EDD. Since this would be an extension of the City of Mebane's
system, they are currently reviewing the RFQ before issuance. In addition, Craig has met with Ted
Voorhees, Deputy City Manager in charge of Operations, to discuss extension of utilities from
Durham's system into the Eno EDD.
Also of note, discussions are pending with the City of Mebane to take over operation of the Efland
Sewer System. This would involve re-routing the wastewater flow from the Town of Hillsborough
to the City of Mebane via the Gravelly Hill sewer lift station on West Ten Road. All Efland sewer
customers would then become out-of--town customers of the Mebane sewer system and the County
would no longer own or operate the Efland sewer system. The Town of Hillsborough has no
objection to this plan, as it frees up capacity in its wastewater treatment plant. The rerouting of the
sewer flow, would have an expensive upfront cost, but there would be no ongoing cost of operating
the system to the County and the rates the customers pay are expected to be less than those projected
if the County were to continue operation of the system.
