Letter from Hillsborough Karen Lincoln, Planning, 245-2580 Craig Benedict, Planning, 245-2592 Clarence Grier, Financial Services, 245-2453 PURPOSE: To consider budgeting $4,055 in Fiscal Year 2010 - 2011 to provide the required 20% local match fora Congestion Mitigation and Air Quality (CMAQ) grant for capital improvements. BACKGROUND: In May 2009, the BOCC approved a resolution endorsing a Congestion Mitigation and Air Quality (CMAQ) grant agreement with the North Carolina Department of Transportation (NCDOT) for: • A transit shelter at the Durham Technical Community College park and ride lot; • Four (4) bicycle racks installed on Orange Public Transportation (OPT) buses; and • Three (3) years operating assistance for an intra-Hillsborough transit route. The grant agreement is still in effect and may need to be amended to reflect anticipated emissions reductions of the new transit route, which would run less frequently (one trip per hour instead of two trips per hour during peak hours) than the proposed transit service approved in Orange County's grant application. However, the change in the transit service would not require a new grant application. The Hillsborough Town Board of Commissioners voted to commit the 20% local match required by provisions of the grant for Orange County's project C-4932 to fund three years operations of an intra-Hillsborough transit route. The action resulted from discussion at the joint meeting of Orange County and Hillsborough Commissioners on February 18 of this year. Hillsborough committed the full 20% match for three years. The first year transit service local match of $21,880 will be reflected in the Town's draft budget document with proposed adoption in mid- June. Hillsborough wishes to provide the route "fare-free" for the initial three-year period. FINANCIAL IMPACT: Orange County would be responsible for 20% ($4,055) of the $20,275 estimated total cost to purchase and install the transit shelter and the four bicycle racks for OPT buses. Approve $4,055 in the FY 2010 - 2011 budget for the local match for the transit shelter and bicycle racks for OPT buses; and 2. Direct staff to work with the Town of Hillsborough to develop a Memorandum of Agreement reflecting the Town's action to provide the local match for transit operations for three years. The Board discussed the request from Orange County to provide the match funds necessary to implement the infra-Hillsborough bus route under the CMAQ funding program. The Hillsborough Town Board committed to fund the fu1120% match amount necessary to provide the route "fare free" to all riders for the three-year grant period. According to the information provided by Orange County staff, this translates into $21,880 in FYl 1, $22,974 in FY12, and 24,123 in FY13.
