SUBJECT: Orange County FY 2010 HOME Program Action Plan

PURPOSE: To adopt a resolution approving the proposed HOME Program Activities for 2010 -
2011 and to authorize the Manager to implement the HOME Program as approved by the
BOCC including the ability to execute agreements with partnering non-profit organizations after
consultation with the County Attorney.
BACKGROUND: The U.S. Department of Housing and Urban Development (HUD) has
awarded the Orange County HOME Consortium approximately $728,277 in 2010-2011 HOME
funds. The match requirement for this amount is $163,862, thus there is a total of $819,311
available for HOME Program activities and $72,827 for program administration for a total
budget of $892,139.
Eligible HOME Program activities include: acquisition; new construction; housing rehabilitation;
and rental assistance. A standard application form was designed for agencies interested in
accessing HOME funds for local housing projects and organizations interested in obtaining
HOME funding were required to complete the application by March 1, 2010. A total of seven (7)
applications were received from local non-profit organizations requesting approximately
$1,558,718.
The HOME Program Review Committee comprised of an elected official from each local elected
board as well as the Manager or his representative reviewed applications for HOME Program
funding and developed the proposed HOME Program Design for the 2010-2011 Program Year.
For Orange County, Commissioner Valerie Foushee serves on this Committee and Tara Fikes
serves as the Manager's designee. The recommended program design is detailed in the
attached resolution.
In accordance with the HOME Program Consortium Agreement, the 2010 HOME Program
Design must be approved by all jurisdictions prior to submission to HUD with the FY 2010 -
2015 Consolidated Housing Plan. The Program Design was approved by the Town of Chapel
Hill on April 26, 2010 and will be considered by the Towns of Carrboro and Hillsborough on May
10, 2010.

FINANCIAL IMPACT: The Orange County HOME Consortium is scheduled to receive
approximately $728,277 in federal housing program funding. The required total local
government match is $163,862. Orange County's share of the match is $65,545.
RECOMMENDATON(S): The Manager recommends that the Board:
1) Adopt the resolution approving the proposed HOME Program activities for 2010-2011 and
authorize the Chair to sign; and
2) Authorize the Manager to implement the HOME Program as approved by the BOCC
including the ability to execute agreements with partnering non-profit organizations after
consultation with the County Attorney.

RESOLUTION AUTHORIZING
THE ORANGE COUNTY F'Y 2010-2011 HOME PROGRAM DESIGN
BE IT RESOLVED that the Orange County Board of Commissioners as a member of the
Orange County HOME Consortium approve the following activities for the 2010-2011 HOME Program.
Homebuyer Assistance
Funds would be allocated to the Orange Community Housing and Land Trust to assist first time
homebuyers earning less than 80 percent of the area median income to purchase homes county-wide
Funds would be provided as a grant to the Land Trust.
(Requested amount: $75,000) $ 75,000
Funds would be allocated to Orange County Habitat for Humanity to provide deferred payment zero-
interest second mortgages for six homes throughout Orange County. Homes would be sold to households
earning between 30 percent and 80 percent of the area median income.
(Requested amount: $300,000) $150,000
Housing Rehabilitation
Funds would be allocated to the Orange County Single Family Housing Rehabilitation for the repair of
scattered substandard dwellings occupied by low-income families with incomes below 80% of area
median income.

Funds would be allocated to the Inter-Church Council for the repair of two (2) low-income apartment
complexes in Chapel Hill.

Operational Support
Funds would be allocated to Orange Community Housing and Land Trust as a Community Housing
Development Organization for administrative expenses.

New Construction
Funds would be allocated to Inter-Faith Council for pre-development costs associated with the
construction of Project Community House a new men's residential facility for homeless men in the
community.

Funds would be allocated to ARC of North Carolina to provide funding to assist with the construction of
a four unit apartment building for four (4) low-income families with developmental disabilities.

Property Acquisition
Funds would be provided to EmPOWERment to assist in the acquisition of rental property in Chapel Hill
for lease to one low-income family at or below 50% of the area median income.

BE IT FURTHER RESOLVED, that the County Manager is hereby designated as the
authorized representative of the County to act in connection with the submission of this plan and to
provide such additional information as may be required by the U.S. Department of Housing and Urban
Development.
