PURPOSE: To approve a proclamation designating May as National Historic Preservation
Month.
BACKGROUND: For years, the National Trust for Historic Preservation proclaimed a single
week in May as National Historic Preservation Week. Five years ago, the Trust extended the
program to include the entire month and to focus on a particular theme. This year's theme is
"Old is the New Green".
The theme "Old is the New Green" speaks to coalition building. Partnership opportunities
abound with the green building movement. Orange County's 2030 Comprehensive Plan
describes how older buildings can and should be part of the solution toward reducing carbon
emissions. The County may wish to join forces with builders and environmentalists to
encourage informed choices when pursuing efficiency in new buildings and to retain important
character-defining architectural elements when retrofitting existing buildings. These kinds of
cooperative ventures will only add to the long-term quality of life in Orange County, and the
Orange County Historic Preservation Commission (HPC) welcomes the opportunity to
participate in the conversation.
Five years ago the HPC began actively seeking partnership opportunities with local preservation
organizations. In May 2009, the HPC hosted the first joint preservation meeting with
representatives from municipal historic district commissions and local non-profit preservation
organizations; to begin to identify joint concerns and potential partnerships for the future. The
meeting addressed two objectives in the Comprehensive Plan: 1) Establish stronger
partnerships with preservation organizations; and 2) Establish a dialogue with the other
jurisdictions in and adjacent to Orange County to address cultural resources in areas with or
without designated Historic Preservation/District Commissions.

This spring marks the fourth year that the HPC has partnered with the Historical Foundation of
Hillsborough and Orange County to sponsor a photo contest. (Please see Attachment #2)
Leonard Vogel, a member of the HPC and the North Carolina Society of the American Institute
of Building Design (AIBD), arranged for the AIBD to donate $300 for prize money. All submitted
photos will be on display in the Museum during the month of May, and contest winners will be
announced in front of the historic courthouse during the May "Last Fridays" event. The HPC will
also operate a booth at "Last Fridays" with information on the green components of
preservation.
National Historic Preservation Month also offers an opportunity for Orange County and local
partners to reflect on successful efforts to preserve the built environment and associated
heritage. In March 2007, the National Trust selected the Town of Hillsborough as one of
America's Dozen Distinctive Destinations. The historic Alexander Dickson House serves as the
Visitor's Center for the Town of Hillsborough and the headquarters for the Alliance for Historic
Hillsborough. The logo for the Chapel Hill/Orange County Visitors Center and the Orange
County Economic Development Department features elements of symbolic historic buildings
from the three municipalities -Chapel Hill, Carrboro and Hillsborough.
Other examples of preservation activity include:
• Setting up a booth at the Town of Hillsborough's "Last Fridays" event during May with
materials on the green components of preservation;
• Sponsoring cultural and archaeological surveys of future County park sites as part of the
master design process, and developing new approaches to share the information from
those surveys with the public;
• Demonstrating a commitment to historic resource stewardship by recognizing that the
existing buildings at County park sites are irreplaceable assets and maintaining those
buildings for future use;
• Recognizing the need to improve building energy efficiency while maintaining historic
character by repairing historic windows and repairing and replacing storm windows on
the Cate Farm House at the future Twin Creeks Park;
• Including a chapter on cultural and archaeological resource protection as part of the
Natural and Cultural Systems Element of the 2030 Comprehensive Plan;
• Publicizing and promoting the County's Local Landmark program, an honorary
designation program for local properties with historic and architectural significance; and
• Considering ways to make more history engaging and accessible to the public, such as
participation in a pilot digitization project with the North Carolina Digital Heritage Center.
These examples represent a sample of the County's efforts to promote historic preservation
and to use preservation for local economic development and coalition building, demonstrating
this year's theme, "Old is the New Green".
FINANCIAL IMPACT: There is no financial impact associated with consideration of the
proclamation.
RECOMMENDATION(S): The Manager recommends that the Board 1) approve the
proclamation designating the month of May as National Historic Preservation Month with the
theme, "Old is the New Green"; 2) authorize the Chair to sign the proclamation; and 3) extend
an invitation to the public to participate in the upcoming events.

NATIONAL HISTORIC PRESERVATION MONTH
WHEREAS, historic preservation is an effective tool for managing growth, revitalizing
neighborhoods, fostering local pride and maintaining community character while enhancing livability;
and
WHEREAS, historic preservation is relevant for communities across the nation, both urban and rural,
and for Americans of all ages, all walks of life and all ethnic and cultural backgrounds; and
WHEREAS, it is important to celebrate the role of history in our lives and the contributions made by
dedicated individuals in helping to preserve the tangible aspects of the heritage that has shaped us as a
people; and
WHEREAS, Orange County has become a strong advocate for the protection of cultural and
archaeological resources and continues to pursue partnership opportunities to preserve these important
and often irreplaceable resources, to seek new and innovative ways to make local history engaging to
the public, and to encourage others to do the same; and
WHEREAS, Orange County has demonstrated its commitment to historic preservation by using the
restored Alexander Dickson House in Hillsborough as a visitors center, stabilizing the farmsteads at
future County parks, reusing the historic Hillsborough High SchooUWhitted Human Services Center,
including a cultural resources component to the 2030 Comprehensive Plan, and designating important
properties with historic and architectural significance as local landmarks; and
WHEREAS, "Old is the New Green" is the theme for National Historic Preservation Month 2010, and
in Orange County is cosponsored by the Orange County Board of Commissioners, the Orange County
Historic Preservation Commission, the Historical Foundation of Hillsborough and Orange County, the
Alliance for Historic Hillsborough and the National Trust for Historic Preservation;
NOW THEREFORE, we, the Orange County Board of Commissioners, do hereby proclaim May
2010 as National Historic Preservation Month and call upon the people of Orange County to join their
fellow residents across the United States in recognizing and participating in this special observance.

ELIGIBILITY, RULES &. REGULATIONS
This competition is open to amateur and junior photographers.
Amateurs are individuals earning less than 40% of their income from
the sale, production or publication of photographs. A Junior
photographer is anyone 18 years of age or under.
You may submit photographs whether you live within or outside of
Orange County. The Competition is open to all.
Competition officials and their immediate families are ineligible.
Prize-winning entries from previous Orange County Historical Museum
competitions are ineligible.
The Orange County Historical Museum, at 201 North Churton Street,
Hillsborough, will accept entries beginning Thursday, April 1st.
All entries must be submitted by Friday. April 30th, at 4:OOpm.
Photography and editing must be performed by the entrant.
Images must be of old and historic buildings and sites-such as stores,
mills, shops and factories-within the towns, cities or rural areas of
Orange County.
Photographs must be ready to hang-i. e., matted or framed, labeled
with title, your name and contact information. You mustsubmit the
entry form with the photographs.
