The Orange County Board of Commissioners met in regular

session adjourned from December 15, 1981, at twelve noon in
the Commissioners' Room, Orange County Courthouse, Hillsborough,

North Carolina.

Commissioners present: Chairman Richard E. Whitted, and
11.
Commissioners Norm Gustaveson and Don Willhoit.
12.
Commissioners absent: Commissioner Norman Walker
13.
Chairman Whitted called the meeting to order and stated its
14.
purpose, that is, to receive the recommendation from the Democratic
15.
Executive Committee to replace Anne C. Barnes who resigned to
16,
accept appointment by the Governor of North Carolina to the House
17.
of Representatives.
18.
Chairman Whitted added one other item from J.P. Goforth
19.
concerning the purchase of property along the proposed I-40 corridor
by the Department of Transportation. Mr. Goforth requests the
-l.
County approve a consent authorizing the Department of Transportation
22.
to release funds held to Goforth Properties.

Commissioner Gustaveson moved, seconded by Commissioner Willhoit,

25. to approve the consent and to authorize the Chairman to sign it.
Vote: Ayes, 3; noes, 0.

Chairman Whitted read the letter from Mr. Anderson Little,
27.
28. Chairman of the Orange County Democratic Executive Committee. The
letter listed three recommendations to fill the vacancy on the Board
29.
of Commissioners created by the resignation of Ms. Barnes. The
30.
three recommendations were Moses Carey, Shirley E. Marshall and
31.
Judy Cox.

Chairman Whitted told the three recommended persons, who. were
;3,
all present, they could address the Board if they desired. Each
34-
nominee did address the Board and gave a brief overview of their
35.
concerns and interests.

Following the presentations, the Board of Commissioners elected
37.
to wait for several minutes for Commissioner Walker.

4• Chairman Whitted, after waiting for Commissioner Walker,
5* asked the Clerk to the Board to distribute ballots. The result
6. of that vote was: Judy Cox-1 (Commissioner Gustaveson) , Shirley
7^ E. Marshall-2 (Commissioners Whitted and Willhoit) and Moses Carey-0-
8., Commissioner Gustaveson moved to declare an unanimous ballot
9• for Shirley E. Marshall; Commissioner Willhoit seconded the motion. f
10. Vote: Ayes, 3; noes, 0.
11, Shirley E. Marshall was elected to fill the vacancy on the _
12. Board of Commissioners. Commissioner Marshall thanked the Board
13• for the "privilege and the honor."
14• Commissioner Willhoit moved, seconded by Chairman Whitted,
15• to adjourn the meeting. Vote: Ayes, 3; noes, 0.
