The Orange County Board of O mudssioners met in a special session with the Board of Aldermen of the `loom of Carrboro on Wednesday., September ' 30, 1981, at 7:30 P.M. in Roan 110, Car rboro Town Hall, Carrboro, North Carolina. 110 Commissioners present: Crntnissioner Anne Barnes, Chair, and Conmis- _.__.7,2. sioners Norman Gustaveson, Richard WE tied and Don Willhoib. 13• Cmumssione s absent: Cawassioner Norman Walker Carrboro Aldermen and Mayor:present: Mayor Robert Drakeford, and 15. Aldermen John Boone, Braxton Foushee, Ernie Patterson, Steve lose and Douglas 16. Sharer. 7•7• The purpose of the meeting was a special work session to discuss areas of interest as indicated in the Minutes below. Mayor Drakeford welcomed the Commissioners and County and Tbum Staff c'.0 to the meeting. Agenda Item 1: Joint P12Mk Mr. Jim Polatty, Orange County Planning Director, presented a report 23. on the status of the joint planning process among Orange County, Carrboro, 24. Chapel Hill and SSA. He stated the objectives of the joint planning process. 25. The Carrboro Board of Alderman and the Mayor said they wanted industrial 26• growth to increase the tax base for Carrboro. 7hey'asked the County to con- 27, sider ceding a portion of lard outside the Tom limits, now in the County ?_c3. planning jurisdiction, to Carrboro.for its control. The A1demmen and Mayor said there were industries which wanted to locate an Carrboro (just cutsjAe 3C• its jurisdiction) but would not when the industries learned the area was not 31. zoned industrial and was not under zoning control of Carrboro. 12. Mawr Drakeford suggested each Board appoint a sub-committee of turo members plus the planning directors of each governmental entity to explore 4. the areas of " nality" and to explore and resolve areas of disagreement. The Board of Commissioners said the joint planning process was set up to 36, do e%acllly those particular things, but that Cariboro had not been that in- 37- volved in the joint planning process thus far, therefore, the joint planning 33. ccnruttee did not know Carrboro had these ouncerns. 39. 4Q. 60 �. 693 3. 4. The Board-of Cca:missioners said perhaps those members on the Joint 5• Planning Committee could give some thought to meeting at a different time in 0, order that Carrboro's Board s`Aldermen might be more actively involved. `l. Commissioner Barnes told the Aldermen and Mayor that the Board of Ccan- 8i missioners could not evaluate what they heard tonight because: 1) the location 9. of the area under discussion had not been revealed: 2) the impact of develop- -.0 rent on persons 1XVIng in the area was i nknom; and 3) the impact of the 11 number of potential jobs was an unknown also. '-4• The Boards agreed to get these concerns of Carrboro's on an agenda of 132. the Joint Planning Coamittee as soon as possible. 34a Agenda Item 2: Fec cation 15- Mayor Drakeford invited the Board of ommissioners to a ribbon-cutting ceremmy planned for 1 P.M. on October 25, 1981, of its new park. He said 17. it would be one of the largest parks in ventral t3orth Carolina. almost a 13. regional park. 19• The Mayor suggested that since the park would benefit a large niunber 20„ of County residents in sauth Orange, perhaps the County would like to share 2a. in the programs, maintenance and upkeep of the park. 22' Mr. Wayne Weston, orange County Recreatim Director, presented the 'back- 21. ground Of the County's participation In recreation programs. He noted tl`at 2L-• there were areas in northern Orange with no parks: that the Towns of Carrboro 25� and Chapel. Hi]1 had established parks for their citizens and consequently, b. orange County had"channeled the money where the needs were greater." 27. The Mayor reiterated Carrboro's concern, that is, that perhaps the 20. County could aid in the reticent of the debt incurred to build its new 29• park and maintenance and upkeep of the park. The Tmm'Manager, Mr. Richard 30• Hunter, said there were a great number of county residents served by this park 31. and that it was a question of unbalanced dollars." 32• There followed some discussion of the type of services the County funded 33e which flowed into the municipalities, for example, EMS, human services, Chapel 34- Hill-Carrboro schools, Health. 35. Mr. Weston said the days of service delivery for recreation were over; 36. he said alternate suu*ms Of revenue for recreation were being ?Ymmined and 37. users fees were being instituted. 38. 39. 4o- 2, 3700 3° Agenda Item 3: Watershed 5° Mr. Rose said the Town of Carrboro's zoning ordinance called for 6° a-density of development in its watershed of one unit per five acres. 7° The Board of Can-nissioners told Carrboro that it had Passed a moratorium Can development in the University Lake Watershed as a temporary measure. And that it was awaiting a report fra, its Planning Board on.the Water iC° Resources Task Force Report. Commissioner Willhoit told the Carrboro 11` $card and Mayor that the Water Resources Task Force Report called for 12. one unit per five acres but that with a proper storm water management 13* plan that acreage was reduced to two acres per limit. 14° The Orange- County Board of Commissioners and the Carrboro Board of Aldermen adjourned by consensus. 16° 17� Anne Baxnes, Chair O range .County Board of Co missianers 2.9.
