BACKGROUND: During the past few years the Commissioners have sponsored several initiatives to preserve and protect open space. These initiatives included forming a Commission for the Environment to advise on matters related to natural resources, forming a Joint Master Recreation and Parks Work Group to address land-banking and future park land acquisition, and the establishment of a new Environmental and Resource Conservation Department to address a number of resource conservation issues. Two products of these initiatives are the Report of the Master Recreation and Parks Work Group ("Parks Report") and A Lands Legacy Proctram for Orange County ("Lands Legacy Program"). These two related reports and associated issues would be the immediate focus of the task force. TASK FORCE CHARGE, STRUCTURE. TIMELINE Charae: To make recommendations to the BOCC for integrating the Parks Report and the Lands Legacy Program, so that they may be considered for adoption in a timely manner. Upon BOCC approval of these two reports and the interconnections between them, make recommendations to the BOCC about facilitating the implementation of the integrated reports and assist with that facilitation as approved by the BOCC. Structure: Two Commissioners Three Department Heads: Environment and Resource Conservation Planning Recreation and Parks 2 Since Commissioners Brown and Gordon have each contributed to the initiatives described above, they are volunteering to serve on this Task Force. Timeline: Make recommendations concerning the integration of the reports by the beginning of April. Make recommendations about facilitating the implementation of the integrated reports by the middle of May, with any subsequent work done as necessary to be included in this year's annual budget cycle. Make recommendations for follow-up actions as necessary, until the BOCC makes a decision on whether to pursue a bond referendum. FINANCIAL IMPACT: No immediate impact except for staff time. RECOMMENDATION(S): Approve the creation of the task force.
