To adopt county capital project ordinances for projects included in the 1999-09 Capital Investment Plan (CIP). BACKGROUND: On June 21, 1999, the Board approved the County's ten-year Capital Investment Plan for the period 1999-2009. At that time, the Board decided to approve individual project ordinances for the County and both school systems during the fiscal year as project scopes develop. While the Board approved the ten-year funding plan as a whole, it decided to change the approval process for individual projects. For projects that have a relatively small scope of work, the Board decided to approve the entire. project ordinance at one time. Since the beginning of this fiscal year, the Board has approved several capital project ordinances for smaller projects in the Chapel Hill Carrboro City Schools including mobile classrooms, various roofing projects, and ADA requirements. • For major projects, the Board elected to approve funding for individual components of the project rather than allocating a lump sum for the project. Major components include: • Planning, architect, engineering • Land acquisition and associated fees • Construction • Equipment & Furnishings The attached Funding Status of 1999-09 Approved Capital Projects spreadsheet (page 4 of this abstract) provides a funding summary for all County projects included in the most recent ten year capital plan (including projects funded prior to fiscal year 1999-00). On June 21, the Board extended until June 30, 2000 the expiration date for those projects that existed prior to fiscal year 1999-00 and were due to expire on June 30, 1999. In addition, the Commissioners have approved two county project ordinances this fiscal year -Affordable Housing Capital Project Ordinance and County Facilities Roofing Capital Project Ordinance. Several County capital projects were included in the approved CIP. These projects have relatively small scopes of work or involve equipment and machinery purchases. In-house Public Works staff can do the majority of the projects related to replacing HVAC equipment and improving building systems. Historically, the County orders vehicles and major equipment during the spring to coincide with State contracts. Timing is such that staff is ready to begin work on the projects and place orders for equipment and vehicles. Staff will bring project ordinances for larger scale projects, such as the Firing Range, as project scopes become more defined. For bond funded projects such as Whitted and Northern Human Services Centers, staff will bring those ordinances forward as bonds are actually sold and project scopes defined. FINANCIAL IMPACT: Financial impacts are included in the background information above. RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners adopt the attached capital project ordinances. Section 1. The project authorized provides funds to maintain and improve the Animal Shelter facility located on Airport Road in Chapel Hill. Proceeds from the County's portion of the one-half cent sales taxes finance this project. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. The following revenue is anticipated to complete this project: Section 4. Proceeds from the County's portion of the one-half cent sales taxes finance this project. Section 2. Section 1. The project authorized provides funds to maintain and improve the County's Emergency Management and 911 Center facility. Proceeds from the County's portion of the one-half cent sales taxes finance this project. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. This project will be financed by proceeds from the County's portion of the one-half cent sales taxes, and from General Fund Transfers. Section 2. Government Services Annex Capital Project Ordinance Project Number 61-401 14 Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted. Section 1. The project authorized provides funds for the renovation of the Government Services Center on Cameron Street. Through fiscal year 1999-00, the improvements and modifications to this building include waterproofing, replacing storm windows, painting and the replacement of a retaining wall. Proceeds from the County's portion of the one-half cent sales taxes finance this project. Section 2. The project authorized provides funds to implement the phases of the County's Information Technology Plan. The project will be financed with proceeds from the County's portion of the one-half cent sales taxes, State grant funds for the Department of Social Services, and intergovernmental revenue from the Town of Chapel Hill's participation in the aerial photography component of the plan. Justice Facility Planning Project Capital Project Ordinance 16 Project Number 61-725 Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted. Section 1. The project authorized will provide funds to begin a master planning process for relieving overcrowded conditions in the Courthouse. This project will be financed with proceeds from the County's portion of the one-half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Adopted this 21st day of March 2000. 17 New Courthouse Renovations Project Capital Project Ordinance Project Number 61-418 Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted. Section 1. The project authorized provides funds for the renovation of the New Courthouse located in Hillsborough including roof replacement, exterior painting, ceiling the replacement in the Superior Courtroom, renovations to the third floor, and a jury assembly room. The project will be financed with proceeds from the County's portion of the one-half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Section 1. The project authorized will provide for a wildlife habitat and hiking and biking trails along atwenty-three mile corridor from rural Orange County to Jordan Lake. This project will be financed with proceeds from the County's portion of the one-half cent sales taxes and subdivision payment-in-lieu funds. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Northside Human Services Center Project 20 Capital Project Ordinance Project Number 61-606 Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted. Section 1. The project authorized provides funds to begin minor renovations to the facility. These renovations include upgrading the restroom fixtures and possibly replacing air conditioning units in building one of the center. The project will be financed by proceeds from the County's portion of the one-half cent sales taxes. Section 2. The officers of the County are hereby directed to proceed with the project within the budget contained herein. Section 3. Section 1. The project authorized will provide maintenance and upgrades to existing recreation centers throughout the County. This project will be financed with proceeds from the County's portion of the one half cent sales taxes. Section 2. Section 1. The project authorized provides funds to upgrade mechanical systems throughout the facility. Through fiscal year 1999-00, these include replacing air conditioning units and electrical system in the facility. With the installment of computers and other modern equipment, an electrical upgrade is mandatory. This project will be financed by proceeds from the County's portion of the one-half cent sales taxes.
