PURPOSE: To discuss the implicafions of modifications to the informal water and sewer boundary
maps between Hillsborough and the Rural Buffer and Upper Eno Watershed.
BACKGROUND: The Water and Sewer Task Force has worked on a countywide agreement to
address a variety of water and sewer issues. The task force has completed the. draft agreement
and is in the process of developing consensus to bring the agreement into an acceptable form and
content which can be approved by various jurisdictions and utility providers.
Correspondence has been sent between Hillsborough and OWASA regarding a possible change to
informal water and sewer service boundaries (see attached map).
The Dimmocks Mill area requested modification does not follow the drainage ridgeline between the
Upper Eno Watershed and the Upper Neuse Basin. The line follows the original line noted on the
map which i~ predominately east of Dimmocks Mill Road. This proposed western expansion to the
west side boundary also would possibly encroach into the critical area of Upper Eno.
The southern area requested modification affects the boundary and area of the Rural Buffer.
Planning Staff will report on the implication of the boundary modification request.
RECOMMENDATION(S): Receive as a report and decide on further action if necessary.

is part of this area (FY02 -Grady Brown Loop) to provide an additional water pipeline

• The additional area proposed is a natural progcssioa of our service area where we
aIroady have water nearby. If sewer is evernually provided itt this area, the existing
slopes will enable a single sewer outfall line to collect the flow from this entire area.

provide to properties on the west side ofNC86 due to the existing slopes (pump atatioxu
would be required). Therefore, only water service is anticipated for the west side of
NC86.
