BACKGROUND: The Orange County and Hillsborough Boards of Commissioners have scheduled this January 31 joint work session to provide a forum for receiving and discussing information related to a wide range of topics that concern both local governments. Topics to be discussed are listed individually below with a brief explanation and list of relevant attachments, if any. a. 1-40 /Old NC 86 Economic Development District (EDD) Cooperation Efforts The EDD is a prime location to continue discussion on master planning the areas in the County and within Hillsborough. Transportation planning is of primary importance as well as working with Hillsborough to develop an aesthetic entrance to the area. A review of information relative to the Roger Dale Stephens 34 acre proposed annexation may be beneficial. A discussion of the proposed development at 1 -40 101d NC 86 as noted on the Town of Hillsborough's January 25, 2000 public hearing agenda may also be worthwhile. Attachment A -1: 1-40 /Old NC 86 Economic Development District Schematic Map b. 1 -85 /NC 86 Plans Update Some general discussion has occurred at some time in the past regarding a possible Economic Development District (EDD) at this interchange. This item may need further discussion. 2 No Attachments c. Adequate Public Facilities Ordinance The Adequate Public Facilities Ordinance is in the process of being discussed among the various jurisdictions. The county Planning Director will reschedule a presentation with the Town of Hillsborough. Water and Sewer Boundary Agreement Issues The BOCC recently discussed the desirability of reaching closure on the work carried out during the past few years by the Water /Sewer Boundary Task Force. This meeting affords the opportunity for the Hillsborough Commissioners to express their views and concerns about the proposed water /sewer boundary agreement, and to explain the considerations that have led to the Town of Hillsborough's proposed boundary line (including proposed service to Camp New Hope). Joint Recreation Possibilities In November 1999, the County Commissioners approved the creation of a task force charged with organizing and focusing community interest in promoting soccer and soccer facilities. Activities include holding a symposium at which all interested parties could express their needs and concerns. Some appointments to this task force have been made, with the rest scheduled for the BOCC's February 1 meeting. The task force could begin work in February. The BOCC recently approved a contract with Trigon Engineering to undertake geotechnical and preliminary environmental investigation of the Fairview Park landfill and adjacent Town property. Weather permitting, results from the investigation are expected by the end of April 2000. This will allow for further planning as to what, if any, recreational facilities and activities may be feasible and prudent for development on these properties. No attachments f. County Human Services in New Building in the Fairview Community The BOCC approved funding in the FY99 -00 budget as the first in a series of annual contributions towards the cost of construction of the Town's new building in the Fairview Community. The Town and County Managers and their staffs are working together to examine what are possible appropriate uses by County human service agencies of multi- purpose space that has been incorporated in the design for the new building. 3 Attachment F — Aerial Photo of Fairview Area and Planned Building Location g. Eno River Park Update Design for the planned river park is basically complete. County staff have applied for grant funding for park development from both the Clean Water Trust Fund and the Division of Water Quality. Funding decisions are expected to be announced in March 2000. County staff have investigated erosion problems in Stillhouse Creek, adjacent to the Government Services Center, and will develop a restoration plan and recommendations on the County funding approach for that work. No attachments h. Justice Facility /Downtown Hillsborough Parking Update The ' Downtown Parking Committee met on January 27 to discuss the issues outlined in the attached meeting notice. Pam Jones has prepared a report that reflects the status of the parking discussions in the context of court and justice facilities that will be needed in the future. Coordination of County Comprehensive Plan with Hillsborough 2010 Plans The County is in the process of updating the 1981 Comprehensive Plan and will work with Hillsborough to coordinate the urban growth boundaries. Watershed Protection in the Upper Eno The County is beginning the process of researching and investigating methods to improve water quality throughout the County. The Upper Eno Watershed study is an adopted county goal to determine what land use and density issues can reduce sedimentation and erosion control problems as well as improve and protect the primary water resources for Hillsborough and a portion of the Orange Alamance water system along the Eno River. Attachment J -1: County Comprehensive Plan Land Use Element Map FINANCIAL IMPACT: None associated directly with discussion at this work session. However, decisions made at subsequent meetings based on discussion of individual items could have significant financial impacts which would have to be developed at a later date. Box 366 Carrboro, NC 27510 -0366 Dear Ed: The Town of Hillsborough Board of Commissioners directed its staff to contact your office, and the other governmental units in Orange County, for the purpose of proposing a Water /Sewer service boundary line for our respective utility systems. Please find attached a map of the proposed boundary line that is being recommended by the Town of Hillsborough. The boundary line is similar to the one originally proposed by the Boundary Committee. The additional areas are suggested to address health concerns as well as allowing Hillsborough to serve areas likely to experience substantive growth in the next 20 years. In addition, the Board stated they would like to make water and sewer service available to Camp New Hope, Please feel free to give me a call if you would like to set up a meeting to discuss this issue. Orange County GIS N 1:7192 STATUS REPORT JUSTICE FACILITIES /DOWNTOWN HILLSBOROUGH PARKING Prepared by Pam Jones January 28, 2000 • Court campus master plan is currently underway. The plan will define how much build -out can go on the site and will identify any unanticipated site limitations. The plan's anticipated completion date is by the end of February, with presentation to the Board of Commissioners sometime in March 2000. • The further development of the Justice Facility plans will be continued following the site investigation phase. • It is likely that the development of court facilities will require the construction of some type of parking deck, however, in the shorter term, a Downtown Parking Committee is looking at options that may be currently available. The group includes: • County Commissioners: Steve Halkiotis and Barry Jacobs • Town Commissioner: Ken Chavious • John Link and Eric Peterson, County and Town Managers • County and Town Staff: Paul Thames, Pam Jones, Chief Nathaniel Eubanks, Margaret Hauth • Downtown merchant representatives: Catherine Callaway. Note: During a meeting on January 27, it was suggested that an additional downtown merchant be added. Wesley Woods, Dual Supply was suggested. • Included as an attachment is the Downtown Parking Committee agenda for a meeting on January 27 that includes a summary of the short and long -term goals of the group. • As an outcome of the January 27 meeting, Eric Peterson will work through his Public Works department to determine the status of the information signs as one enters the town. New signs directing people to public lots owned by the County (specifically the area between the Government Services Center Annex and Orange Family Medical Center on Cameron Street) and the Town (specifically the area between the Police Department and the old Credit Union building on Churton Street) will be installed. Hopefully, this move will advise the public of other parking options that are available to them and relieve the Churton Street on- street parking that stays at capacity. First of all, I need to apologize to everyone in taking so long to organize our next meeting — I have been negligent regarding my duties in this area. I promise to be more diligent in the future. The next meeting of the Downtown Parking Committee will be on Thursday, January 27`h at 10:30 a.m. in the Town Barn. I look forward to seeing everyone there. I BOARD OF COUNTY COMMISSIONERS WORK SESSION COMPREHENSIVE PLAN GIS PRESENTATION OF "COOP" PLANNING MODEL Introduction: The "COOP" (Growth Optimum Overlay Plan) model was developed by the Orange County Planning staff, The intent. of the basic model was to visualize a growth model using GIS. Planning theory and public facility attributes in Orange County.were the basis of the map. Various layers of information were created and values were assigned to buffers (linear areas of a particular width) depending on the relative proximity of the service. The highest value of 5 was assigned to an area where growth would be acceptable because a specific attribute, such as a major transportation corridor, was located within 2 miles. The value decreases as distance increases. :The maj ority of model attributes (i.e. transportation, urban, public and non -public services) illustrate where growth should be directed, The second part of the model illustrates where growth should not occur such as watersheds, wildlife corridors and poor soils. In this case, low values were assigned to these areas so the model, when averaging all the attributes, would reflect the lowered growth value and therefore the relative sensitivity of developing in that area. Zoning layers were not added since they area secondary construct of a mix of variables. The final product of this model can be to reflect patterns of land use intensity and location including environmental constraints. The model also notes the relative efficiency of providing services to different areas. The model can serve as a preliminary growth plan on which to develop a land use element and implementing zoning regulations.
