Purpose: To consider establishing a new permanent full time position to support the
criminal justice partnership initiative and amending the Orange County Classification and
Pay Plan to include the new class of Criminal Justice Program Coordinator at Salary Grade
65.
Background: In May 1999 Chatham County and Orange County formed the Orange -
Chatham Criminal Justice Advisory Board. This combined the existing Criminal Justice
Partnership Board and the Juvenile Justice Crime Council (formerly Community Based
Alternative Board). This joint venture between Chatham and Orange County is designed to
identify, develop and monitor programs to enhance the local criminal justice system in the
areas of both adult and juvenile justice.
The Orange- Chatham Criminal Justice Advisory Board and the Board's Executive
Committee are recommending that the two counties create a full time staff position to
support the criminal justice partnership initiative. The staff work required to support the
initiative exceeds what current staffing can provide. The approximately 50 member Board is
made up of County Commissioners, law enforcement officials, Judges, the District Attorney,
Probation and Parole staff, Office of Juvenile Justice staff, area mental health
representatives, School Superintendents, social services and health staff, community
agency representatives and others.
The proposed position would be an Orange County position, jointly funded with Chatham
County. It would be supervised from the office of Assistant County Manager Albert Kittrell.
In summary, the position will serve as facilitator and staff support to the joint Chatham and
Orange County criminal justice partnership initiative and to the Criminal Justice Advisory
Board. Key duties will include:

1. Coordination and facilitation of the Criminal Justice Partnership Board and sub-
committees including membership development, agenda planning and preparation,
scheduling times /locations, mailings and minutes.
2. Facilitating periodic community needs assessments to identify the unmet needs in the
area of adult and juvenile criminal justice, including data collection, analysis and
reporting. Research and reporting on new initiatives in criminal justice to meet the
unmet needs.
3. Work in collaboration with the State Office of Juvenile Justice Regional Consultant,
Chief District Court Judge, Chief Court Counselor and others to assess and address
gaps in service.
4. Identification of grant funding opportunities and development/drafting of grant proposals
for criminal justice funds.
5. Seeking out proposals for criminal justice services and initiatives. Development of
performance agreements and contracts for criminal justice partnership funds.
Monitoring and evaluating the funding recipient's performance in terms of the
agreement. Assuring State required changes or new initiatives from the State are
incorporated in any agreements.
6. Development and implementation of communications programs to support the criminal
justice partnership initiatives, including development of a joint Orange and Chatham
County Criminal Justice Resource Guide, resource fairs, interagency meetings, and
forums on juvenile delinquency and crime.
Personnel has reviewed the proposed position's duties and recommends it be classified as
Criminal Justice Program Coordinator at Salary Grade 65 which has a hiring range of
$26,464 to $32,167.
Financial Impact: The estimated position costs are shown below. The offsetting budget
consists of anticipated State funds ($1.1,000 for each year from the State Office of Juvenile
Justice) and a 50/50 cost share of the remaining costs with Chatham County.

The start up costs are for a personal computer, office furnishings and telephone.
Recommendation: The Manager recommends the Board approve establishing the new
permanent full time Criminal Justice Program Coordinator position and amend the
Classification and Pay Plan to include the new class of Criminal Justice Program
Coordinator at Salary Grade 65.

CRIMINAL JUSTICE PROGRAM COORDINATOR
GENERAL DEFINITION OF WORK:
Performs intermediate professional work facilitating and providing staff support to the
joint Chatham and Orange County criminal justice partnership initiative and to the
Criminal Justice Advisory Board.
Work is performed under general supervision.
TYPICAL TASKS:
Plans and coordinates the Criminal Justice Partnership Board and subcommittees which
includes membership development, agenda planning and preparation, scheduling
times /locations, and mailings and minutes;
Conducts periodic community needs assessments to identify unmet needs in the area of
adult and juvenile criminal justice, including data collection, analysis and reporting;
Conducts research and provides reporting on new initiatives in criminal justice to meet

KNOWLEDGES, SKILLS AND ABILITIES:
General knowledge of the mission and functions of adult and juvenile justice programs;
general knowledge of program analysis and program evaluation; general knowledge of
budget development and administration, including grant funds; ability to research and
analyze data, prepare and present reports; ability to facilitate working groups; ability to
communicate effectively, both orally and in writing; ability to establish and maintain
effective working relationships with other County and State officials, employees and the
general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an
accredited college or university with major course work in public administration, public
relations, criminal justice, law or related field and at least one year experience in the
administration of community programs, including program analysis, evaluation or
related functions.
