77~e Grange County Board of Cctimissioners met in special session
with the Orange County Planning Board Tuesday, July 7, 1981, at 7:30 P.M.
Grange County Courthouse, Superior Courtroan, Hillsborough, North Carolina.
Cca~missioners present: Crnmissioner Anne Barnes, Chair, and Come
missioners Norman Gus-k~veson, Nornr~n Wa].]sar, Richard [omitted and Don
Willhoit.
Planning Board Membezs present: Ms. Pat Crawford, Chair,and Art Cleary,
Ms. Alice Gordon, Ms. Claudine Barris, Mr. zAgan Irvin, Mr. Steve Kizer,
Ms. Nancy Laszlo, Ms. Hazel Lansford, Mr. David Shanklin, and Mr. John
Wilson.

of the joint meeting was to have a public hearing ~ the proposed 7.oxiing
Grdinance, Land Use Plan and Zoning Atlas. Before she turned the meeting
over to Ms. Crawford, Commissioner Barnes noted that the Boattl of Commissioners
needed to appoint a Tax Supervisor and Tax Collector for Orange County.

Supervisor of Orange County for a tear of two years, in compliance with

of the hearing and the order of consideration. Ms. Crawford said that the

Land Use Plan portion of this public hearing was a cca~tinuatian of a
public hearing held on June 4, 19$1, and asked that those persons com-
menting on that portion cca~fine their remarks to areas which had nat
been addressed at the first public hearing.
Mr. Jim Pvlatty, Planning Director, reviewed the Land Use Plan in
detail. Ms. Crawford called for public tents, asking those who wished
to speak to cones to the front of the roan and idemti~~ themselves to make
their cam~lts.
Land Use Plan Ca[ments
Paula Bree--Lives ai SR 1948; void her c~~rn over the propassed
airport developmsnt. She feels the agricultural aspect of the land should
be protected. She was also ~ncerned over the impact such airport develop-
mant might have on the water quality and transportation patterns in the area
targeted for the development.
John Payne--Representing the University of North Carolina at Chapel
Hill: He spoke for the health px~gram at the University, saying they used
five airplanes and made an average of one flight px day for the health pro-
gram. Mr. Payne said the health program serviced clinics over the entice
State. Fie said the University was ~,tprn~ for adequate safety and
physical, fii-anAarrl~ at an airport which might serve its needs.
Mr. Kizer asked Mr. Payne i.f Duke University used the Horace 'nilliams
Aixpvrt. ~Ir. Payne replied. yes.
Mr. Shanklin asked about the distance fran the University such an
airport might be located. Mr. Payne said it was a "difficult question"
but he guessed about ten miles.

ed to phase out the Floras Williams Airport. Mr. Payne rcplie~l about 5~
and yes, the Chancellor had indicated it would ]~: phased out by the late

Dan Fdelmar_, Bingham township: Fie said the last paragraph in the
Land Use Plan, page 152, should be deleted.
.Stanley Bennett: Route 5, Chapel Hill: Indicated his support for
the Land Use Plan. He said the Horace Williams Airport was sufficient for

the needs of the University. He felt the pzaposed Mi-dwaY Aix'Port and the
associated Industrial Park were not in the public interest.
Barry Jacobs--~lapk~ 'Ibwilship: He feels the airport issue deserves
further public clisaassian.
Macy Penta--Halifax Road. lapel Hill: A professiana7. health •care
deliverer who uses the Horace Williams Airport.. She is opposed to in
use of the Horace Williams Airport and feels another site should
be considered for hemmer air traffic use.

Mr. Polatty reviewed the Zoning Atlas and Zoning Oxt3inance, ex^
plaining both.

presentative fran Little River Township on th~ Planning Board.

repre_~tation from each township to identify local Planning problems..
Mr. Irvin said he had felt that those townships which wise excluded
frGm the Land Use Plan should not be represented on the Planning Beard.
Mr. Wilson noted that the Planning Board had been divided on this
issue.

that those persons living inside incorporated areas which would not
be affected by the Zoning Ozdinance wire not excluded from serving•on the

Mr. Cyrus Hague An Attorney represent-ing Mr. James Freeland: pro-
tested the proposed zing of Old Ntmber 10 as residential; He asked that
it be zoned I-3. He said the land doesn't perk and there's no water and
sewer service.

Ms. Rarhn,~r then asked if a cost analysis had been done on the zon-
ing ordinance and if that land whose use was restricted would autamatioally
have its taxes reduced? she suggested that those areas designated for
public use be required to have an enva.rontnental impact assessment done.

Mr. Stanley Bennett: Said a zoning ordinance could ham beneficial
effects on property values; he said the general effect. of such an ordinance
would be to protect property values.
Mr. Jacobs: Asked how the decision to exclude sore ~nnzships was
made?
Ms. Crawford respoa~ded, "Political pressure."
Mr. Jacobs: Sait he felt the general impact of a Tanr7 Use Plan
would be to protect property and he felt the decision to exclude some
townships should be rec~sidered.
Mr. Shanklin said he was welcraxie to the Qr?eks lbwnship Advisory
Council meetings. Mr. Jacobs thanked him for the invitatica~.
Ms. Crawford t1~.nked those who had spoken tonight and returned the
meeting t0 Commissioner Barnes. Commissioner Barnes thanked the Plarming
Board and referred the doc~ntients bacac to the Planning Board. Ca~anissianex
Barnes then declared the joint meeting between the F3oard of Commissioners
and the Planning Board of Orange County adjourned.
