PURPOSE: To consider a resolution to officially name the adult day health program wing of the
new Central Orange Senior Center at the Hillsborough SportsPlex campus in honor of Florence
Gray Soltys.
BACKGROUND: On March 2, 2010, the Board of County Commissioners received the Orange
County Advisory Board on Aging's letter acknowledging the contributions of Florence G. Soltys
and a brief summary of Ms. Soltys' accomplishments on behalf of Orange County. In addition,
the Board agreed to consider adopting a resolution at a future meeting designating the adult
day health program wing of the new Central Orange Senior Center in Ms. Soltys' honor.
Accordingly, a resolution to recognize Florence Gray Soltys is provided (see Attachment) for the
Board's consideration. If adopted, the Central Orange Adult Day Health Program wing will be
officially named in her honor.
FINANCIAL IMPACT: The only cost will be for permanent signage at the entrance to the
Central Orange Adult Day Health Program which is located at the rear of the Central Orange
Senior Center.
RECOMMENDATION(S): The Manager recommends the Board approve the attached
resolution and authorize the Chair to sign to officially name the adult day health program wing of
new Central Orange Senior Center as the "Florence Gray Soltys Adult Day Health Program"
consistent with the County's property naming policy.

RESOLUTION
TO NAME THE NEW CENTRAL ORANGE ADULT DAY HEALTH
PROGRAM FOR FLORENCE GRAY SOLTYS
WHEREAS, Florence Soltys was an outspoken advocate for the needs and
rights of all older adults the past 30 years, especially frail elders both in the
community and institutional settings and gave countless hours of community
service to improve the quality of life for Orange County's older residents; and
WHEREAS, Florence Soltys was a guiding force in the planning and designing
of the current Central Orange Adult Day Health Program and was the President
of Senior Care of Orange County, Inc., the organization which operates the adult
day health program on behalf of the County, from 2004 until her passing in 2007;
and
WHEREAS, Florence Soltys made numerous contributions on behalf of older
adults by serving in leadership positions on the Orange County Advisory Board
on Aging, the County Master Aging Plan Task Force, the Chapel Hill/Carrboro
Meals on Wheels program, the Orange County Nursing Home and Adult Care
Home Community Advisory Committees, the Community Coalition on Continuity
of Care, the Triangle J Area Agency on Aging Advisory Council and the N.C.
Study Commission on Aging; and
WHEREAS, the Board of Directors of Senior Care of Orange County, Inc. in
February 2008 and the Orange County Advisory Board on Aging in March 2008
and again on February 9, 2010 voted unanimously to request that the new Adult
Day Health Program facility located within the Central Orange Senior Center in
Hillsborough be named in her honor; and
WHEREAS, the new Central Orange Adult Day Health Program opened on
January 29, 2009 and the Board of County Commissioners adopted a property
naming policy on March 3, 2009;
NOW, THEREFORE, be it resolved that the Orange County Board of
Commissioners do hereby acknowledge the years of hard work and dedication to
the community by Florence Soltys and do hereby name the new Central Orange
Adult Day Health Program as the "Florence Gray Soltys Adult Day Health
Program".
