Commissioners present: -~ni.ssioner Anne Sarnpg, Chaix, and Can- a missioners DTo~nan Gustaveson, Norman Walker, 1~i-chard 4~itted and bpi Wil7hoit (who arrived at 8:00 P.M.). C~issi-ones presided over the meeting and announced that Ccg[missioner Willhoit was at a Health Board m~:etinq and wand join ,~ pup shorty. The Board continued the cliscussions; Car¢nissianer Gustavesan suggested an e:camination of programs in the Catrrnission far ~ to ascertain it pro- gr~ns were being duplicated by other human service agencies. ~ssioner G~staveson alsp' suggested eX3lilini„ng the Youth Servi[~S budget .and discussing the Eu~1 servio~s Transportation plan and RSVP. During the course of the discussion this evening the Board added or deleted, as indicated-the following items er amounts: Addron: $1,500 to HSAC; $10,000 Registex of Demos personnel; $5.000 HSAt~ consultant; $5, 000 Tndustxial Revenue Authority (for EeorlomiG I~velop- ment Consultant); $10,000 Green Bo,,,~s~ Delete: $12,000 Jail provision; $5,000 from Public Works, R,,;l~gs and Grounds Cat~inets far Human sexvices Center; $23,480 Hnexgy Depar~t~ $5,000 SuR,mer Day Camp; $19,800 Human Services Program Analyst (position left ~); $57,743 ?resits; $4,000 Museum; $3,590 JOC~p; $80,000 IIKS (with off- setting fees of $80,000) r After this portion of tree meeting the ~,~ ~~ called for discussion of the above additions/deletions. The Board asked Ms. in~-iitehead for her report on the possibility of a secretarial. pool for the County, Ms. Tn~ite- head responded to the Board, saying in part, that a pool did not replaces the need for secretarial support within departrnnts but did Provide for over- flow work and special projects; she did say that those groups vihx~ had a seca-etarial pool had gcme with the word pro~ssi.ng arranget. ~.SG ` . } 4y ~ ~ ~ ~ ~ r~ The Board expressed a desire to explore secretarial, support far departments in tha County: including more efficient use of personnel available. The Board hers added. on $11,000 for secretarial, position; and 533,000 for vacation pay. The Eoarcl discussed at length the $186,000 whi.cl't was suggested to. be taken fran the Capital accrnnzt. The Board recessed for ten, minutes, after which it reconvened in the Commissioners' Ream with all m~nbers present. Discussion resumed. The Board, having received additional irnformation on the insurance bene- ~ fits package costs, added $800 to that account and the remaining $27,200 i back to the irera.t increases for County e~?loyees to return that number to 2/3. The Board discussed $6.400 far the Dispute Settlement Center and space provided for the Center. Subsequently the amount'of FMS deletion ($80,000) was l.essen~.d by $30,000 making the net reduction $50,000. I _. - ' - ~ ~~ P. , ` ._, y C F?
