Commissioners present:Commissioner Arnie Barnes. Chair, axxd Qam- missaor~rs Noxc[~an Gustavesan, Norn~an Walker (moo arrived at $:20 P.M.) Richard Whiffed, and Dan Wi].]hoit. Ccx[¢ttissianer Barnes presides over the meting which was a work session an the budget. C:a~mi.ssioner aclmowledged the presence of Ms. - Gloria wiLliams of JOCCA who introduced Mr. Jim Odirn arm Mr. Neal Ray from Atlanta who were visiting JOCCA's offices. Department); the Board I' --- discussed this with Ms. Whitehead, who indicated that she would need addition- -. al persannel.to handle the ine~'eased work load. The Board, Ms. Whitehead and the County Attorney discussed the implicahaons of centralizing per- sonnel functions. They also discussed the exceptia~r±s to this policy, - i.e., the Deputy Register of Deeds and Deputy Sheriffs serve at the pleasure y of. the Register of Deeds and Sheriff, respectively. Ms. Whitehead listed ~' v advantages to this oentralizatian. The Board asked Ms. ~;nitehead to check into tk~ possibility of pro- I vidinq a secretarial pool far County ??ents_ ~ The Board discussed the Cer_tral 6ervices and Rirchasing Depa*~trr._nts k budgets with Mr. Mark Rees. They reviewed the Finance, Tax Office and Data Processing departrnents' budgets. Tne Finance Dixector told the Board that .O1 produced $173,145.00 in revenue and that the budget as of June 11, 1981, lndicated a tax rate of 55.9x. Comm_iss~~rr Whined referred to the Capital 7mprav~nent Program for the County and said he'd like to list those items included. The items listed were: Old Courthouse renovations-$64,600; Northside Center-- .. $75,000; Orange Industries-$6,500; k~ergy-$10,000; Parking lot at the r .. ~_ t; t.. A it :S Human Services ConplPx in Hillsborough-$11,000.00 (the amount for the Old Courthouse doss not include the $39,000 for an elevator); for a total of $167,000 plus the $240,000 alre~dy.ocxrnnitted adds up to $407,100.00, from a total of $593,452.00 leaving a balance of about $186,452.00. Co-~ missioner Ydzitted suggested leaving this amaiuat out of tl7e budget, saying it would lower the tax rate. C~tmissio¢~er (,tiistavescei said that indicated a complete rec~rgana.zation of the Board's object3.ves .with regard to the capital planning for the Qounty and the schools; He feels that this wi]1 create problems in the caning years. The Eoatt3 oantinued discussion of the budget; various Board members,. during the course Of the euenirxg,added (as indicated) or substracted (as indicated) the fo]lowing items to the Manager's reccnmended budget: Added: $10,000 for the Dispute Settlement Center; $10,000 for the Orange Rescue Squad; $1,700 for the Rape Crisis Center; $3,000 to Warren's Health Counseling; $5,000 to tha County Attorney's lire item; $225,000 to ~placs Stanback; aa~ pasiticm to the Iv-n program; $16,000 to Child Prctective Services ]n Social Sexvices;$28,000 Insurance benefits. -Subtracted: $5,000 from Central SPSVices and Purchasing; $31,000 Health D~partznent; $12,500 from Register of Deeds; $25,000 Txavel/Training (all departments); 2 mid-sized .cars fxran Sheriff's Department; $8,000 from Professional Services in Planning; $12,500 (Asst_ County Manager position not filled tall later ; $2,800 Commissioners' Salary;. $6,600 frcm Hy- coneechee T.ihraxy; $88,000 from Municipal Support Recreation; $48,875 delay of pay in~~~ for County employees till October 1; $33,468 from 5rhocls' budgets; $4,500 duplication frcm Public wozlcs (rewi.ring Orange Tndus-Fsies and vrindo~a screens for rTarthside) . 'I~-ie Board of Social Services Chair, Ms. Schoplex, and Social Services staff discussed with the Board effects of cuts an the various divisions.
