Agenda Item 1: Board Modification of Ar~enda ~. There ware no modifications frem the Board. ' ~ Item 2: Audience Camnents i A. Matters on this agenda: Ccannissioner Barnes told the audience ~ the Hoard had scheduled two public hearings for this evening and if they i ! wished to be heard on those announced topics they would be permitted to ~ during the agenda scheduled for those hearings. I B. Matters not on this agenda: There were no aud_i.ence cents on 'topics not on the agenda. ~ Aganda Item 3: Public Hearing On the Addition of Morgan Creek Hi11s, and a portion of Heritage Hills Subdivisions to the g South Or~ Fire Distxi.Ct. ~ - 3 ~ Mr. Newham and Mr. Delamar spoke for the additicns to the South Orange Fire District. Mr. Newham, a Trustee for the South Qrange.Fire DiS- trio, recounted the budget negotiations with the Town of Carrboro. Mr. Delamar told the Board the area needed fire protection and asked the Board 4o approve the petitions. Carcmissianer Willhoit announced that the H~ne- I~ owners' Association for Heritage Hi11s had asked that the limning pool not If lie included in the area to be ann~d to the fire district. I Agenda Item 4: Public Hearing on the Proposed Budget for Fiscal 1981-82 for the Count ' - ~. She asked that they idantify themselves in order that time might be more carefully allocated. Mr. Mark Rees, Actvzg Assistant County Manager, explained the Oounty depaz-tmexits ~ and administration. ~'''~~ Oottmissicner Barnes Hated the budget sessions are all open and have been adverd-sed. F Ms. Robin Vanli~w-Spoke in favor of full. funding for the W~ctten's i Health Counseling Service. Ms. Shignan-Read evaluation forms fran those who had used the 4+k~n's E Health Counseling Service-& Requested funding at level presented to the Beard. Ms. Barbara (last name undeternuned) P1so spoke in favor of full funding for the F7amen's Health Counseling Service. Dr. Frank Ioda=-spoke for the Child Pmlective Services. He asked for maintenance of service level at least in this area: Ms. Schwabb-Spoke in favor of fLmding for the Dispute Settlesrent Center. Mr. Chavious--Spoke in favor of funding for the Dispute Settlement Center and said the cases handled here dial not really belong in the court:.. system. Mr.Anthony 5eaber-Presented the Board with his proposed budget for the County and went through the budget by line item and deparl~r~nt noting cohere he thought cuts should be made . Ms. Katherine Morris-Spoke in favor of _ funding to the Rape 4`ri.sis Center and provided the Board with same statistics of calls ans~xed thus far. Ms. Josephine Barbour--P.ddxessed several areas including the ern,~~ization =ate, t-aael funding far depzrtm_.nts, and percentage of budget allxated for salaries and arousti~ in the meeting rncrns where the Board holds its meetings. ~+~ asked that thA Eaard hold the line on taxes. Dr. Sheaffer~-Spoke a.n favor of holding the line of service an Qzild Protective Services. Ms. Betty Vd~.ite--Read a statement fr~n the Chapel Hill-Carrt~pro Charm ber of Commerce, crsm~en~;ng the Board ~. the way its '~~ t sessions had been conducted and the thoughtful effort put into the budget process. Ms. Betty Campton-Spoke in favor of Child Protective Services and the schools' budgets. Mz. Bill Baxter--~iair of the Hur~en Serv~.ces Advisory C~anission spoke in favor of om*~~n~ting efforts for better fimcling and sexvioa de- livery to human service agencies. Ms. Peggy ~llitzer-Past Chair of the Himian Services Advisory f~n- mi ssion-spoke for staff rig assistance fmn the CoLmty' far this Cca~mission. And agreed with Mr. Baxter regarding coo*~..rnw.+-~ of effort. Mr. Frank Ray--Spoke an favor of funding for the Veterans' Servaae Officer. Ms. Ieve~-Spoke iri fawr of full funding fnr the C~iapel Hill-Cazxboxo schools . Dr. Mike Sim'nons-Superintendent of the Change County Schools, spoke ;n favor of replacesexit of Stanback school and requested funds to begin the planning and land aoquisit~orl process fox' that xoplaCement. Ms. Phyllis Sockwell---L'hair of the Chapel Hi11-Carrboro Board of Education, expressed her concern far the maintPnan~ of investments for that school sys- tem. Ms. Verla Insko-Member of the Board of Educat~an of ~tlie Chapel HIll- Carrboro systen, Said they needed a large amount of unappropriated func. balance in arder to have a cash flow for the outreach project and to pay teachers before the supplemantal tax was received each year. Ms. Jan Schopler--glair of the Board of Social Services, spoke in favor of maintenance of level of protective services and asked for equitable across the Board cuts when they arrive in Octobax and noted that tt~e Social Services budget was wera7l oarisarvative. Ms. uaren Genmatmen-Provided the Board with an update on the funding thus far for the Orange County Coalition for Battered Wain. Ms. Hall--Asked that the Board replace any Title ?~ Federal cuts for Day Care: She listed the positive aspects of Day Care. Ms. Linda FacwortY~Director of Sycamore Pre--school and member of the Change County Day•Care Cbalitiari,'echo°d Ms. Hall's rema*~s and said Day Care funding was a sound investment. Mr. Lindsay Eflarzd-m~nlaer of the. Orange W~nnty School Board. said the proposed budget was one half million c'm]lars shoat in the capital requested by the schools. Ms. Pat Sunmex--•Noted that political decisions-affected educatitn.
