MINUTES J[JNE 15, 1981 i r 1= I, -- i die Qrange County Board of Ca~mii_ssioners met a.n special session Monday, June l5, 1981, at 7:30 P.M. in the Cca~missionQrs' Roam, Grange County Courthouse, Hillsborough, North Carolina. Caami_ssiart~ers present: Conmi.ssioner Anne Barnes, Chair, and Com- mi.ssieners Nornian G~isi=aveson, Nn~*+ Walker, .Richard Whined and Dpi Willhoit. Commissioner Barnes presided over the meting which was a work session on budget areas as defined in the Minutes below. Ms. Janet Sparks spoke for the Child Support ~lnforcemesit budget. She requested an additional person which would increase collections and off-set the cost of the additional person. r;s. Betty Jury I3ayes, Register of Deeds presented her budget for that departsmx~t. Ms. Hayes asked for the position, a temporary ane year position, which the Manager had cut fmm her budget. She said other than phis one position, her budget was a maintenanar of service levels budget. Mr. Roscoe Reeve, Land Records Manager, presented the budget for that section. FB' indicated the gains made by his section duxing the previous year; and said the County was developing an excellent data base. Oom- :nissioner Willhoit suggested the passibility of chan3ing far terminal tiros rather than aper/page charge for those using tY~ machines. Mr. Don Cox presented the budget request for the Qrange Soil and Water Conservation District. He asked the Board fund apart-time person that he was fairly sure would be federally funded and who was essential to this divisionn. Mz. Ron Phillips presented the Board with the Public Works budget request. Mr. Phillips told the Board he expected to be finished. with the reriavatians to County Buildings by July 1. The Board went through Mr. Ph1117.ps' budget and identlf~ed those 1~ which It had included in the Capital Improvements Program; the Boaxrl eliminated the duplicate funding where it existed. The Board suggested Mr. Phillips and Mr. Pddelson, the Energy Coordinator, give the Northside Center a thorough enexgy evaluation. ~4~ ~ ~ . _ r <, ti Mr. Phillips told the Board the County desperately needed a new or..rebuilt garbage truck this year. The Board ~~-~~~~ replacing/ repairing of green boxes. The Board expressed so~ce canoYrn about the way the Oounty builds-ngs were being m3isztained and Mr. Phillips said he had taken steps to alleviate that situation. I~ said he did not have the person power to maintain the buildings and grrnaids in the shape they should be in. Mr. Jim Polatty, Planning Disectar, presented the Board with the budget request far his department and x~espcnded to questions. The Board questioned Mr. Polatty ragardisig his due/subscxipkions line item and profession ai services account. Mr. l~latty spoke in fawn of restoring the electrical, inspecEor pOSiti.on to his department which the Manager had cut. Mr. Rib Addelson presented the Board with the II~ergy Office budget. - _. ..__Representatives of both Sckwol districts in Orange. County were pre- . sent and responded to questions regarding the amounts in fund balances. Ms. Carolyn Freeman told the Board the Q~apel Hill Carrboro Schools had about $300,000 unappropriated fund balance, built up aver several years on the advice of their auditors; Mz. Tom Riclattan said the Orange County Schools usually had about $90,000 in unappropriated fund balances. Cor.¢nissioner Walker moved ~ adjourn and carry oven the undiscussed budgets till the 16th of June; Carr¢nissioner GUstaveson seconded the motion. Vote: Ayes, 5; noes, 0.
