Commissioners abseixt: C~mnissica~er Norman Walker. ~'ie purpose of the meeting was to discuss the selection process for a new County Manager with Dr. Hayman of the Institute of C,ovexnz~nt. In response to a question fry the Board, Dr. Hayman said State Law mandated that the Board appoint an Acting County Manager; he said further that this Acting County N.anager could be a member of the Board ar sane other uualifi.ed individual. Dr. Hayman said he would be willing to aid the County in screenning applications if he knew the criteria he should use.. ~e Board then Warred several .qualities sought in a Manager: Strength in administrative pro- . grams, interest and dedication to stiff clrvelop!~nt, strong leadership, preparation anc presentation 4t administrative reports, ability and under- ~ standing to work with an elected $oaxd, budget experiences, planning ex- ~. perience, admnistrative skills, sc~ieone who is c~cise and thorough. 9 Dr. Hayman said he'd be glad to review the applications with those ;xiteria in mind and then yo aver the applications with the Hoard, indicating w?za*_ t~s in his mind when he made a reca~~c~ation. C.omnissioner Anne Barnes presided aver the maeting and armouna°d its purpose which is a budget work session e¢i the budget and po:esentati-an ' from the Orange County Schools. ~ Dr. dike Sites, Superintendent of the Orange Crnmty Schools. and Mr. Oscar Compton, and Mr. Max Kennedy, Orange 4ounty Board of Education .~nbers, all spoke in favor of capital funding far a new middle school to f replace A.L. Stanback School in Hillsborough- . ~ Pat Sumner spoke of the need to supply a "positive environment" for the children and expressed concern over the lack of safety at the school S (Stanback) . She noted. the sePara'ta-on of the buildings, lack of sidewalks, { csnwded parking lots and lace of recreatiarial facilities. Todd Berry, a student, contrasted S*.~n't-~~k with the Efland-Chinks School, citing paint. air conditioning, and reliability of the heating and electrical systam~ at the latter school. Andrea Leutze-- a teacher in the Orange County School System--- s~:id 5tanrll;ack was the cli--ly school still in service which was utilitized when she was a child. She now teaches at Standback and listed sane of the pttr blems named earlier as well as flies from the dumpster outside her class, safety factors (school buses loading and unloading) and discipline problems; lack of recreational space and storage spao~ and noise. Lindsay Tapp, Principal at Stanback, reiterated the previous aamients, ela~rorating oxz the maintenance problems. .t:. ~~~.~ ' ~ 4-~ ~ ~ ~ 'Iha Principal at Central Kndexgarten enumerated the conditions which occurred when that school was renovated while classes were aantinudng. Alton Cheek, Principal at EfJ.and-Qzeelrs Schnol, noted the hazards which ac~snpany renovation undertaken while the building is occupied. He felt that the educativai of the students suffered. Dr. Sirramns thanked the Board far the opportunity to speak; com- missioner Barnes asked i.f there was anyene in the audience who wished to speak tp this ciao. Mr. Shanklin, a member of the ma,n,n;~i near Stanback, said the black aommanity had not been consulted on this question. He said if the school had been properly maintained it would not be in its deplorable oon- dition. He suggested renovation of Stanbadc, feeling that was a wiser'-ttum- et.a.-y solution than aLbanclcm;ng the building and creating a new one elsewhere_ Mr. Wa*~'-en, a citizen who worked with Mr. Stanback, also agreed with renovatior_ of the building. He felt the building was closely identified with the black o~arnanity and a matter of pride. Mr. Clarence Payne also agreed that the black catumuiity had been n°glected caZ the decision to abandon Stanback school. Mrs. Stanback, widow. of the educator the school was named for, ,paid she had read of the plans in the paper to replace the school. She was in favor of xenovations to the school and continuation of it as an honor to her late husband. The Reverend Ridzardscm, pastor of Nt. Bright Baptist Church, agz~eed that the black community had had little opportunity for input auto the decision for a new school. He voiced his concern for a quality education at a quality facility and asked for a feasibility study which would consider all input. He said Stanback was a symbol to the black cca~m~nity and it wished ~ retain its symbol. czaimissioner Barnes, thanked those who had spoken on both sidzs and said the Board of Education had made the proposal for a new school, the Eoard of Comnissianers had not made that proposal; further, she said, the Eoard of Catmissica~ers had asked for a bond referendum as requested by the Board of Education, that referendum had failed. She further noted, in response to Mr. Lloyd's informal poll, that any bond referendwn would have to be county- wide; it c~rild not b~ restric'ted to one portion of the aunty. 13b! :~ Discussion of this issue followed, during which Mz. Ccxnptgn, Board of Education Chair, said the Board of Eduoation anticipated gradual re-- novation of Star.~aaclc School o*^.ce the new school was built and Stanbadc's c~.versian to an elementary sdiool. The Board of Education anticipataed needing another elett~ntary school in the future.Various Board of Education.. mfrs said they were asking the $225,000 to begin to acquire land and be- _- gin planning- The Board of Education members (Messrs. Ccxnptcn, Keiu~edy and Efland) said the Board of Educati.os~ felt it was "fiscally ; +^;-~?am~„~].ble" to put money into Stanbadc in its present condition. Following this discussion, the Board of Ccxm~i.ssianers took a short break and, reconvened in approacimately ton minutes. The Board began its first general work session by asking about ra- Venues, travel/ traixung and motor pool. The Board requested travel/train- ing inforn~ation of each department, asking who would travel and where, when. The Finance Director said she would supply that information. The Board Hated this line a.tem had grown a great deal. The Board also requested the capital equigu?nt r~n,P;;t information by each depastmcnt. -- Commissioner Barnes said she was having a difficult time ca<nparing the depaztmAnts' budgets; there were a numhor of changes isl this year's budget which made such a comparisi.on difficult. Commissioner Walker said he would like to add~n $225,OOD for the p]_anning of a new school a8 ~+1PCted by the C~arxge Cbtmty Board of EC1- ucation, Coinnissioner Wil]hoit indicated his desire tq eliminate the planned elevator from the old Ccait~ttlouse; Commissioner G~.itted wished to add~n $1, 700 to tt!e Rape Crisis Center.
