ORANGE COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING
MAY 26, 1994
The Orange County Board of Commissioners met in Regular
Session on Thursday, May 26, 1994 at 7:30 p.m. in the Superior
Courtroom, new County Courthouse, Hillsborough, North Carolina in
order for the County Manager to present the 1994-1995 recommended
Orange County Budget.
COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and
Commissioners Alice M. Gordon, Stephen H. Halkiotis, Verla C.
Insko and Don Willhoit.
COUNTY ATTORNEY PRESENT: Geoffrey Gledhill
COUNTY STAFF PRESENT: County Manager John Link, Jr.,
Assistant County Managers Albert Rittrell and Rod Visser, Deputy
Clerk to the Board Rathy Baker, Director of .Planning Marvin
Collins and Planner David Btancil.
PRESENTATION BY JOHN M. LINK, JR.
John Link outlined the 1994-1995 budget. He stated that the
total budget is $66,188,728 which is an increase of 8.77$.
Additional debt service on the $30 million in bonds to be sold on
June 14 will total $937,500. Current expense appropriation for
the schools is increased from $17.3 million to $18.8 million or
8.68$. The per pupil allocation would increase from $1,363 to
$1,425. He is recommending a 2.25$ COLA for the County employees
and a Career Growth Recognition Award of approximately 1.25
salary increase for employees whose work performance is
competent. The budget includes 9 new permanent full-time
positions. The recommended budget establishes the general fund
property tax rate at .88 cents.
Commissioner Halkiotis asked if the full time civil rights
specialist was absolutely necessary. John Link indicated that
Lucy Lewis has done a great deal of research in assessing other
North Carolina offices and had actually recommended two
positions. Commissioner Halkiotis also commented on the success
of the staffed solid waste convenience centers which have greatly
reduced the amount of material going into the land fill.
There being no further comments, the meeting was adjourned.
The next regular meeting of the Orange County Board of
Commissioners will be held on June 2, 1994 at 7:30 p.m. in
Superior Courtroom, Hillsborough, North Carolina.
