The Qrange Oaunty Board of CcRZnissioner met. in special session
on Tuesday, June 9, 1981, at 7:30 P:M. i11 the Meeting Roan of the
Chapel .Hill Municipal Building, Chapel Hill, North Carolina. -
Qar~unissioners present: Commissioner Acme Barnes, Chair, and Corte
missioners Noy cn,Gtavescx~, Richard G~fiitted a~ Uan Wi].lhoit.
Commissioners absent: Commissioner Norman Wa]kax.
Commissioner Barnes presided over the meeting and stated the purpose
of the meeting vhich liras budget requests presentations and work sessions
on areas as indicated within the text of the minutes ]~elow.Addi_tionally, C~n-
~ missioner Baines announced that the Board and Staff would he available

~ quest for the Rape Crisis Center. Upon learning that the funding was

channe?ed directly to Rape Crisis rather than through OFC Mental Health,

vious year. The Board specifically instructed the funding to be channeled

~ through OF.: Mental Health in order to provide accountability. The Board
i indicated that it wished a contract far such sezvices drawn up and in-

1 Ms. Karen Getteraway and Ms. Connie Renz presented the budget request
far tt~ Coalition for Battered P:a^~~. Th~ Coalition told the Board of

' its funding sources and the amounts fx~n each. The Hoard instructed the
Staff to arrange far the soma funding procedure for the Coalition as it
eras instructed to arrange far the Rape Crisi$ Gerater, i.e., accountability
through OPC Mental Health.
The Health Departm?nt budget request was presented by Mr. Jerry
Robinson, Director, Mary Anne Popovich, Staff, and Board of Health nembPxs
Ms. Ann Woodward and Ms. Evelyn Lloyd. At the Board's request, Mr. Hinson
.went through the budget reauest by line item, indicating revenues, and

areas of creased service and changes of emphasis on some programs.
The Bdat'd expressed c~aern about the borne health nursing visits being
elimina~ked; then noted that the alternative considered by 'the Health Depart-
ment (Ocmgregate care) would not reach ther.~same peop7.e. Ms. kbPovi-ch noted
that hom° nursing visits were not tea; ng eliminated 'ta'ta7-ly; 'there wool-d
be a reduction in such visits and a decrnase ~ "~Ogral[IatiC areas." Ms.

hcx.7ever, it thanked AZr. Robinson and Staff for tie budget presentation.
Ms. Ann Dunbar and Ms. Evelyn Smith gave the budget presentation far

~ the Dispute Settlement Center. They noted their revenue sources and

that this was the first year of a request frcxn the County. Mr. Carl Fox,

Assistant Distxict Attorney and Mr. George Price, Mediator at the Dispute
Settlement Center. Loth spoke in favor of funding for this operation. The
Fnard discussed the question-~of fees for service and the Confer said na
~ one was charged a fee far services. The Dispute Settlement Center keeps
people out of the Court who don't really belong in Court by providing an
~,-c.~ for a hearing before the resort to the Court, said rLs. Smith. She
noted further that ne one was turned away.
Z`he Board raised the question of accountability for funding provided
by the County, giving no specific instructions but indicating that this
should be explored. the Board thanked those spokespersons for the "pre-
sentation.
j Ms. Sue Baker and Ms. Elaine Barney spoke for the ~rea'i's Health
Counseling Service. Ms. Baker and Pos. Barney indicated revenue sources.

be under contract with the ~C Mental Health Center.
With no further prasentatiens or questions, the Qiair declared the
meeting adjourned.
