The Orange County Board of Commissioners met in special session
asp Monday, Jane 8, 1981, at 7:30 P.M, in the Superior ~urkrocxr~, Orange
County Courthouse, Hillsborough, North Carolina.

far JOCCA, the D3partm=r]t C8Y Aging. RSVP. the Libraries. Recreation,
the Task Farces and Advisory Councils.
C[~r[missioner Barnes presided over the meting.
JOCCA was represented by Mr. [ohs Hare, F~ecutive Director, Mx. Keith
Aldridge and several staff membwrs. Mr. Hare and Mr. Aldridge made the
budget presentat>ran and request 'to the Board of Cca-anissianers. 4he
Board noted the larg2x share of the money is either coming fran Orange County
or was money drawn down. by Orange CoLUity and yet the greater number of per-
sons served was iaz Chatham County; the Board wished to know if there was
any way that the money directly attributable to Orange County contributions
ar match could be reserved for the citizens of Orange County. the Board
noted that Orange County was responsible for about 80~ of JOCCA's funding
however Grange County daes~n't receive 80~ of JOCCA's services. The Board
asked i_f there could be a more equitable distribut;~„ of services for the
money. Mz. Hare said the impact of such a request would be, "Terrible."
The Board thanked Mr. Hare and Mr. Aldridge for the budget presentation.
Mr. Jerry Passmore presented the budget request frcan the Departmexlt on
Aging- Mr. ~'assmore introduced staff and Mr. Wilsean McKerrow, the Chair
of the Senior Citizens Board. Mr. Passimre noted there were two positions
being cut in this budget; coe person would retire and not be replaced while
the other position was '~ ti~re Outreach. The Board noted that this was a
12 month budget while the Degaxtrn~-t had only been a department far 9 months;
it requested an analysis be done which would permit the canmarisan of
figures far 9 months and 12 months.

RSVP was represented by Patti Gee who made the budget presentati~
to the Board of Commissioners. Ms. Gee read a resolutio~- which had
been passed by the Town of Chapel Hill Co~uicil that requested .Orange County
assume sponsorship of RSVP under the DepartAt~ent on Aging and fund RSVP at
$1,198 for the coming fiscal year. The Board asked hvw the RSVP Advisory
Board was chosen and who would name members to that Roaxd. Ms. Cie was
uncertain. There was a question as to whether or not the Orange County
SC ninr ~tyz~s Bcard could serve as the RS(7P Advisory Co~mcil. Co~nissianex
Willhoit mnved to earmark $10,198 for RSVP ia1 the budget and to bring it
back for further discussion and research for the unanswered ruestions. a~n-
missioner Gustaveson s~oonded the motion. After discussion, Cr~mris'sioner
Willhoit withdrew his motion. The Board did reach a consensus that Mr.
Gatos should meet Friday morning (June 12) at ]1 A.M. with the staff of
R:"'VP and a representative of the AdV.sory Wunci_]. to discuss the County
assuming sponsorship of Fc$VP.
HIS. Mary Boone presented the Chapel Hill Library budget request to the
Roar. She noted they were requesting about a 10$ increase. O~rnnissicner
Barccces rested that a year ago the County appropriated money and ~,psted
that it either seat a m~mipr of the Board of Camussa.oners or appoint some-
one to the Trustees for the Library. Mr. Harris of the Trustees said Qzapel
Hill 'Ibwn Council had not acted on the request however, it was agreeable t4

3 the Trustees to have the County appoint a member.
Ms. Nancy Massey, Regional Director of the xyconeechee Library, trade
its budget presentation to the Board. Ms. Massey said they needed their
entire request just to maintain services. mere was sorry discussion of the

~ amount of money the Tawas of Hillsborough gives to the Library;•tne Board
noted tine Library served Hillsborough residents and was located inside
Hillsborough.
The Board thanked the Libraries for their pz~esentations.
~Ir. Ray spoke in favor of the Manager's rec~rendation of a full-
time Veterans': Service Officer for the County; in addition, he suggested
the Offices be given sane clerical help too. die Manager said he antici-
pared the Veterans' Service Officer possessing clerical skills.
AIr. Wayne Weston, 2~creation Director, presented the P.ecreation I~-
Za~rtment's budget to the Board, noting this budget was 1.3~ decrease over

the previous year. The Board o~renended A1r. Weston on the frugality in his
budget and ~issioner Barnes expressed her personal appreciati..on for his
innovative sources of revenue.
Ms. Ida Fuller and Ms. Caroline Dorman made the budget request for
the Comnissi.on on Warren. They requested the part~-;*:+? Coordinators ppsition
be ceded full~kime.
The Board thanked the Ca~missiAn on ~ nr~bers for their budget pre-
sentatian.
Mr. Bi]1 Baxter and Ms. Peggy ~].].itzer presented the budget for the
x~nan Services Advisory Ccxtanxssion. Mr. Baxter and Ms. Po]litzer noted
that a needs assessment of human sezvioes, case management and a study of
Federal funds taaild result in better caorciinatiQn between human servi_ae
agencies and a maxurzzatian of resources.
The Board thanked Mr. Baxter and Ms. Pollitzer for their presentation.
Mr. Harold Rogerson and Ms. ~7anice Schopler presented the budget re-
quest frown the Youth Services Needs Task Force. H~ii.1e tt.Y level of fundisag

Phillips project (at continuation level), Mr. Rogerson and Ms. Schopler noted
the increased funding request for Schaeffer House. They said there 4~
no alternatives in Grange County for youths who need its services.

Commissioner Barnes said she would like to consider an appropriation to
the Industrial Authority and clerical support/liaison far the the Task Forces.
Y7ith no further discussion to wire before the F3oard, the Chair de-
clared the meeting adjourned.
