HomeMy WebLinkAboutMinutes - 19810604i2G b• ..~ 1_F .~ , w '.C MINUTES JUNE 4, 1981 The Orange County Board of Commissioners met in special session, a joint public meeting with the Orange County Planning Board, on June 4, 1981, at 7:30 P.M., in the Superior Courtroom, Hillsborough, North Carolina. Commissioners present: Corrnnissianer Anne Barnes, Chair, and Com- missioners Norman Gustaveson, Norman Walker, Richard Whitted.and Don Willhoit. Orange County Planning Board Pat Crawford, Chair, and John Wiison, Art Cleary, Nancy Laszlo, Logan Irvin and David Shanklin. The purpose of the meeting was a public hearing on the Land Use Plan now before the County. Commissioner Barnes called the meeting to order and then turned it over to Ms. Crawford. ~4s. Crawford said the Planning Staff would make a presentation then the citizens would be heard; first, on individual township comments; second, on the Land Use Plan as a whole. . The Planning Director told the public this hearing would be continued until July 7, 1981, in order for the Land Use Plan to have mare examination by the public. Mr. Luce made the presentation for the Planning Staff (for a copy of his comments, see paged/3~~of this book). Ms_ Crawford called for comments on the Townships as follow:;: Cedar Grave: Mr. Bobby Nichols asked a question regarding ;,he two acre require~7en~. Ms. Crawford said that was not in this document. Little River: There were no comments 4 Cheeks: In- r. espouse to a question from an unidentified woman, Mr. Polatty summarized the Land Use Plan for Cheeks Township. 5.;;. Freeman, Raute 1, Efland: Asked several questions regarding the Eno Watershed and the differentiation between rural areas and remainder of the County. Mr. Freeman asked why the Water Task Force Report was not available to the pubic. Mr. Polatty said it was in draft form and there would be a public hearing in late summer or fall. P~orrna Martell: Asked a question regarding the effect of development on a~ater quality. Mr. Polatty replied that the Land Use Plan ~•POUId provide s P i ~~i ~`~. : v protection for the water supply; the Zoning Drdinance, if adopted would be more complete protection. Ben Lloyd: Mr. Lloyd spoke at length and said that industrial growth would not be a threat to the' water quality of Drange County and would pro- vide re~ief to the taxpayer. Commissioner Willhoit responded~to Mr. Lloyd that "findings of the ~r:ater Resources Task Force indicated that industrial growth or at~y kind of growth is a threat to water quality when it occurs in the water shed." ~, l f P !~ I Hillsboro~cu h: Fred Cates: (Mayor of the Town of Hillsborough) said Lake Orange belonged to the Town of Hillsborough and disagreed with the information regarding water in the Land Use Plan. He feels this dis- courages prospective companies who would be interested in locating in this area. Eno: Josephine Barbour: €x pressed her concern with the exclusion of Eno State Park from possible sites for water supply. Paula Burger: (New Sharon Church Rd.) Feels this Land Use Plan is good work and consistent with the features of the area. Stewart Barbour: Said .the Land~:Use Plan was premature in its presentation to the public; he protested the legality of the public hearing and said there had been insufficient public participation. Ben Lloyd: protested the deletion of the Eno as a possible water source. B7~'ngham: Bland Simpson, Route 1, Chapel Hill, spoke in favor of the Agricultural/ residential zoning proposed for this Township. Dan Elbert, spoke in favor of the Land Use Plan and asked it be adopted as submitted. Chapel Hill: There were no comments. Ms. Crawford opened the floor to general comments regarding the Land Use Plan. Horace Johnson: Said the plan was incomplete; it should provide pro- tection for the water supply and he specificaly spoke to the Haw River pro- blem of pollution and requested Lake Orange be included. Unidentified citizen: Asked that the Board consider the U.S. Corps of Engineer' study regarding water quality in the Haw. Bill Hearn: (From the Chapel Hill-Carrboro Chamber of Commerce) said the Chamber does not think the L.U.P. considers the uniqueness of Southern Orange County or the need for industrial development. The Chamber feels 1~~. that adequate aviation facilities will attract development and requests the Board consider that. Julie Andresen: (Citizens for Airport Planning)Requested the Board . search for airport facilities in the County. John Drake: (Citizens for Airport Planning) Said an airport should be located in areas with poor agricultural potential; away from residential areas and near main arterial roads. Joe 5traley: (Citizens for Airport Planning, also member of Chapel Hill Town Council) speaking as a private citizen, requested the Board search fora site for an airport_in Orange County. Miriam Murdock: (Bingham Township) Says she prefers not to have an airport in this Township. She favors retention of the agricultural/ re- sidential zoning for Bingham Township. Unidentified Citizen: (Chapel Hill): Said this area in Bingham Township had poor soil'and 90% of the space available for growth. He is in favor of industry in this Township. Unidentifed Citizen: Favored retaining the agricultural/rural/re- sidential character o~ Bingham Township. He said there are a number of active farms in 'the area .in addition to being in the Cane Creek Watershed, B.B. Olive: Suggested the Board establish an industrial growth task force. He said the Land Use P1 an made no mention of mining operations of minerals. He felt the Board should look into locations fvr potential land- fill sites. He suggested some attention be given to ground water extraction. Sim Ef7and: Said the Board had a problem of trying to retain as much• agricultural land as possible while at the same time looking for industrial Si%E.i. Josephine Barbour: Addressed several issues, among which were suggestions to search out industry to provide relief to tax payers, reduce the tax bur- den on agricultural land, water storage potential and a storm water manage- ment policy for Orange County. There being no further comments, Ms. Crawford thanked the audience for its participation and reminded it that the public hearing would be con- tinued on July 7, 1981. Commissioner Barnes told the audience it was welcome to the public hearing on the Zoning Ordinance, Land Use Plan and Zoning Atlas scheduled l~a~ for July 7, 1981, at 7:30 P.M. in the Superior Courtroom in Hillsborough. Commissioner Barnes noted the Board of Commissioners would be meeting each Monday, Tuesday,Wednesday and Thursday evening until June 22 to discuss the budget. She announced the public hearing scheduled on the budget June 16, 1981. With no Further announcements, Commissioner Barnes declared the meeting adjourned.
