HomeMy WebLinkAboutMinutes - 19810602~~ '1~ ~ ' 1. v a F k : y L. z 1 i wl .. k s c 1, MINUTES JUNE 2, 1981 The Orange County Board of Commissioners met in special session Tuesday, June 2, 1981, at 7:30 P.M. in the Commissioners' Room, Orange County Courthouse, Hillsborough, North Carolina. Commissioners present: Co-nmissioner Anne Barnes, Chair, and Commissioners Norman austaveson, Richard LJhitted and Don Wi1lhoit. Commissioners absent: Commissioner Norman Walker. Commissioner Whitted presided in the temporary absence of Commissioner Barnes. The purpose of the meeting was a general work session on the budget and the Capital Improvements Plan for Fiscal 19$y $2. The County Manager and Finance Director presented the budget for 1981-82 to the Board and explained changes and/or additions from the previous year. The Acting Assistant County Manager and Personnel Director also directed the Board's attention to changes and/or additions in this proposed budget. The Finance Director reviewed the general fund revenues -with the Board. The Board asked the Finance Director to provide fund balances for the fire districts and placed the fire districts on the agenda for June 11, 1981, and instructed the Clerk to notify them. The Board agreed to place the Veteran's Office on the June 8 Agenda and the Register of Deeds on June 15; the Clerk was instructed to notify Mr. Ray and Ms. Hayes, in that order. Ca ital Im rovements Pro ram The Finance Director told the Board those items it had listed as priorities in its meeting on April 13, 1981, would cost approximately $131,000. Referring to Nlr. Passmore's request on behalf of the Senior Citizens' Board for renovation of office space at the Northside Center, The Board felt that it would perhaps be a waste of money to begin with some renovations and then renovate at a later time. The Board reached a con- sensus that it would like same specific figures detailing cost of renovation, rewiring, plumbing & structural evaluation of the existing building with no new construction. Commissioner Willhoit moved, seconded by Commissioner ~ ~iE Gustaveson, to instruct the P+lanager contact Mr. Webb to obtain information on the potential fora phased in renovation of the Northside building to make it acceptable by today's standards along the lines of the nutrition center in the building. Vote: Ayes, 4; noes, 0. Commissioner Barnes asked that the information on the renovation 6e returned to the Board as soon as passible. Commissioner Whitted moved, seconded 6y Commissioner Gustaveson, to formally place the Did Courthouse renovations ($103,000), Orange Industries revPiring ($6,500), Energy ($10,000) and parking lot at the Human Services Center ($1I,000) into the budget far this year. Cormnissianer Barnes asked that the work that could be done by Public Works be broken out of these estimates. Vote on Commissioner 4Jhitted's motion: !{yes, 4; noes, 0. z F Commissioner Whitted said he wished to consider a ramp outside the Courthouse. Commissioner Barnes asked that the break out of casts be returned to the Board for discussion on the June I5th agenda when the r ) Board would hold 'a work sessior, on the Public Works budget. Mr. Dan Lunsford of the Orange County Schools requested the Board permit"the Orange Schools the opportunity to formally make a presentation concerning the need fora new Middle School.
