Commissioners absent: Ckxtmissioner D~ Willhoit. Commissioner Anne Barnes presided and welcomed former ~issioncx Harvey Bennett to this meeting; she then turned the meting over to the CY_apel Hill~axrboro School Eoard Chair, Phjrllis Sackwell. Ms. Sockwell introduced members of the Chapel i3i11~'axrboro Schools' staff and Board of Eduyatia*~. Agetzda Item 1: Cha 1 Hill-Carrbora Schools' Bud t Request Dr. Pamela Mayer and Ms. Carolyn Freeman presented the Chapel Hill- Car-boro Schaols' budget request to the Board. Imo. Mayer noted that all CE'PA quids were eliminated fran this budget while Capital outlay increased by 31.5;. She noted that *~~;ation funds and funding for the food ser- vice were decreased tt~.is year. and told the Hoard of the impact on pro- grams and the school lunch program the decreases would have. C~xmiissior~r Gustaveson asked what strategy the schools were using to deal with State f-ending ruts as regax'ds their programs. Dr. Mayer said they really didn't know what might happen if they don't get the requested fund=. They felt strongly that the State would go 5~--5g on salary increases and retie-Ent. ~ Board asked which programs the local funds would pic1c up. Dr. Mayer said one reading teacher, ~e ~~~ for early `_intervention, ane aide and ~ clerical position. Agenda Item 2: Dates and Areas far Budget Sessiens (Caimussioner Wa]ker ],.eft during this agenda item discussion.) Commissioner BaxlleS noted that the June 3rd meeting would be in the Culbreth Junior High School; the June 9th :and 10th in the Chapel Hall Mimicapal Building and June 17th in Carrbom Tor+~*n Ha71. The Board decided to discuss Capital Improvements and have a general work session on June 2nd; ]!~lenta]. Health and Social Services budgets on June 3rd; F7om`n's Health ~seling, Rape Crisis, Coalition for Bat-tex~d Wcanen, Public Health and the Dispute Settlement Q~ilter om JUne 9th; the JOLCA, Depattment on Pging, Libraries, RSVP, Recreation, Task Forces and Advisory Councils on June $th; EMS, Electiens, Sheriff's budgets and Emergency Managem:~t~an June ll. The dates of the ]:0th, l5th, 17th and 1$th of June were set as general sessions an the budget. ~ 15th was also set as the date to consider public Works and Administrative budgets; the ].5th was noted as the Public Hearing on the budget and the 22nd of June as. the date for the final of adoption of the budget. The G1erk was asked to notify those Coxrcnissioners who were absent and to prepare an advertisement for the papers. Agenda Item 3: South Orange Fire District Trustees. Conmussioner [shitted moved, seconded by Wmuissioner Barnes, to name NIr. Boyd I~7ewnan, Mr. Jack Vogt, and idr. Thomas Mason as Trustees of 'the South Orange Fire District. Vote: Ayes, 3; noes, 0 (Cairanissioners Will,hoit and Walker tyre not present for this vote.) , The Clerk was instru.~-tea to notify those perscais of their appointra~-nts. Agenda Item 4: ~ 2~1e Board should Name the "41d Social Services Building." Commmissioner Whitted rroved, seconded. by Commissioner Ba~Tles, tO name the "Old Social Services Building" t1~ Cx'ange County Tax and Records Buil•.]~ng.
