HomeMy WebLinkAboutMinutes - 19810511~~7~ ' _; ~1 ~t t3 MINUTES MAY 11, 1981 a s The Orange County Board of Commissioners met in special session on Monday, May 11, 1981, at 7:30 P.M., Superior Courtroom, Orange County Courthouse, Hillsborough, North Carolina. Commissioners present: Commissioner Anne Barnes, Chair, and Com- missioners Norman Gustaveson, Norman Walker, Richard.Whitted and Oon 4Ji11 hoit. Commissioners absent: None. The purpose o.f the meeting was to allow Mr.•Hazard.as.well..as:chose opposed ~o the location of, the Midway Airport and Industrial Park the opportunity to uresent their views, and to have a Board work session on the proposed Zonin; Ordinance, Land Use Plan and Atlas now before the County. Commissioner Barnes presided and welcomed the audience to the meeting. She announced the public hearing scheduled on the Land Use Plan for June 4, 1981, and said those speaking tonight would be permitted twenty minutes for each presentation, those for and those opposed would be permitted forty minutes total. Mr. Fred Hazard: Presented a slide show of the site in question and said he would like the area to be zoned industrial; as it stands presently the airport would be non-conforming. ~':-. ~.obert Farrington: NC Wing of the Civil Air Patrol: Said the Civil Air Patrol endorses this airport. Mr. Bob Cheshire: President of the Stonebrook hlcmeowner's Association: Said this subdivision presently had sane problems with low-flying planes and voiced some concern over potential noise from the proposed airport. h1r. Y.en Medley: Pilots' Association: Stated his personal opinion that the economic-social impact of the airport at this site was favorable and zoning was needed to produce a good airport. This was the conclusion of those speaking favorably of the site for Midway Airport. 9 ~Q~ ~~° Commissioner Barnes told the audience that in the absence of a zoning ordinance for Orange County, Mr, Hazard had applied for a building permit and received it. She noted that between 2 to 3 years work had gone into the proposed zoning ordinance which would zone the area aSricultural~ residential and that was the plan presently before the Board. Com- ' missioner Barnes said decisions would "be made in a planning context." Commissioner Barnes recognized those opposed to the location of the ° Midway Airport and Industrial Park. ° Mr. John Kizer: Resident of Bingham Township: He spoke as a representative of homeowners in the area who are opposed to the airport location in their • Township, (For a copy of Mr. Kizer's remarks, see page 4f this • book.) dr. Logan Irvin: Noted the probable impact the airport and industrial park would have on the resevoir proposed for Cane Creek. Mr. Wilson: Noted concerns of low flying planes and noise. ` Mr. Watts Hill, Jr „ of the Chapel Hill-Carrboro Chamber of Commerce: Presented the Board with a copy of the Resolution passed by the Chamber of Commerce and same remarks endorsed by the Chamber (For a copy of both the ° Resolution and Mr. Hi11's comments, see page of this book). Commissioner Barnes thanked those who had attended and those who spoke at the meeting; she invited them to remain for the work session. Commissioner Walker left the meeting before the work session began. I~ Commissioner Whitted asked Mr. Polatty, Planning pirector, if those P establishments which would be non-conforming under the proposed zoning ord- i ~ finance had been notified of their status should the ordinance be passed i as presented; Mr. Polatty was unsure. Corr~nissioner Whitted requested all such establishments be notified of their non-conforming status. ~ The Board asked Mr. Polatt to . y get mare airport criteria and to be as specific as possible without being too limiting. Mr. Polatty noted that the Planning Board recommended June 15 for a ~-- Public Hearing on the Zoning Ordinance. Commissioner Willhoi.t moved to i have the public hearing on the Zoning Ordinance on July 7, 1981, Com- missioner Gustaveson moved to have the public hearing on June 29; motion i died far lack of a second.
